Many construction projects in the City are covered by hiring policies for both trade workers and administrative/professional services positions. Each policy requires forms for maintaining compliance and for requesting local workers through CityBuild's Employment Networking Services.
The following forms are provided as a resource only. It is recommended that you contact the CityBuild project team assigned to your specific project to determine which forms are required.

Local Hiring Policy Workforce Forms
The Local Hiring Policy for Construction (Chapter 82 of the San Francisco Administrative Code) requires all contractors performing construction work on capital improvement projects awarded by the City and County of San Francisco, with an estimated cost above the current threshold amount, to meet minimum local hiring requirements.
All contractors are required to submit a Local Hiring Plan prior to NTP through the Workforce Projection Form. Contractors may request a waiver from the mandatory Local Hiring requirements by completing a Conditional Waiver Form.
NOTE: For projects covered by the Local Hiring requirements contractors are required to complete and submit Local Hiring Forms and payroll records via the City’s Certified Payroll system, LCPtracker. First Source Hiring Program Workforce Forms
The First Source Hiring Program for the City and County of San Francisco (Chapter 83 of the San Francisco Administrative Code) fosters construction and permanent employment opportunities for qualified economically disadvantaged individuals. Contractors performing construction work on public contracts in excess of $350,000 are required to participate in the First Source Hiring Program. Privately funded projects that include more than 10 residential units and/or 25,000 square feet of commercial space are also included under the First Source Hiring Program.
In order to remain in compliance with the First Source Hiring Program, contractors must notify OEWD of new hiring opportunities through submission of the Form 3 in order to provide CityBuild the first opportunity to identify workers for consideration. New hiring opportunities include employment offered to anyone not on a contractor’s core list of employees (submitted in Form 1).
First Source Hiring for Professional Services Workforce Forms
Consultants who are awarded a City contract in excess of $50,000 to perform construction-related professional services in San Francisco are required to complete and submit a First Source Hiring Agreement.
Office of Community Investment and Infrastructure (OCII) Workforce Forms
Contractors performing work on contracts awarded by the Office of Community Investment and Infrastructure are subject to OCII workforce goals, which are monitored by CityBuild.
Section 3 Workforce Forms
The Section 3 program requires that recipients of certain federal funds, to the greatest extent possible, provide training, employment, contracting and other economic opportunities to low- and very low-income persons, especially recipients of government assistance for housing, and to businesses that provide economic opportunities to low- and very low income persons.
