Letter from the Director

Dear San Francisco Voter,
For the November 4, 2025, Statewide Special Election, all registered voters will receive a one-card ballot that lists one statewide ballot measure with a “Yes-or-No” question. To review information regarding this measure, visit the California Secretary of State’s Voter Information Guide website at voterguide.sos.ca.gov.
Voting by Mail
Beginning October 2, the Department of Elections will mail ballots to all registered voters in San Francisco. Voters may return their completed ballot by mail or deliver them to any of the City’s 37 ballot drop-off boxes, which will be available from October 6 through 8 p.m. on Election Day, November 4. To view drop-off box locations, visit sfelections.gov/ballotdropoff.
Voting in Person
The City Hall Voting Center, located in front of Room 48, will be open to all San Francisco voters on weekdays from 8 a.m. to 5 p.m., beginning October 6 through November 3, excluding the October 13 holiday. The Voting Center will also be open on the weekend of November 1 and 2 from 10 a.m. to 4 p.m., and on Election Day, November 4, from 7 a.m. to 8 p.m. This site will serve voters who wish to vote in person, drop off completed ballots, use accessible voting equipment, or, after the October 20 registration deadline, register and vote provisionally.
On Election Day, the Department will open 100 polling places throughout the City for in-person voting and vote-by-mail ballot drop-off from 7 a.m. to 8 p.m. Voters may confirm their assigned polling location by logging into the Voter Portal at sfelections.gov/voterportal. The polling place address is also listed on the Vote-by-Mail Instructions included in the vote-by-mail packet, along with an “I Voted!” sticker.
Election Results
The Department will release preliminary local election results on Election Night at approximately 8:45 p.m. and will post them at sfelections.gov/results. Statewide results will be available on the California Secretary of State website at sos.ca.gov/elections.

Purpose of the Voter Information Pamphlet

About the November 4 Election
On November 4, 2025, California voters will decide on Proposition 50, a constitutional amendment that seeks to temporarily change the state’s congressional district maps starting in 2026. California’s new maps would be used until the California Citizens Redistricting Commission draws new maps following the 2030 U.S. Census.
A “Yes” vote on this proposition means: The state would use new, legislatively drawn congressional district maps starting in 2026. California’s new maps would be used until the California Citizens Redistricting Commission draws new maps following the 2030 U.S. Census.
A “No” vote on this proposition means: Current congressional district maps drawn by the California Citizens Redistricting Commission would continue to be used in California until the Commission draws new maps following the 2030 U.S. Census.

The Secretary of State has prepared the official State Voter Information Guide, which will be mailed to all households in September. The Guide includes the full text of Proposition 50, impartial analyses, arguments for and against the measure, and rebuttals. You may also access the Guide online at voterguide.sos.ca.gov.
Ways To Vote
You may return your completed ballot by mail, vote early in person at City Hall, outside Room 48, or cast your ballot on Election Day at your assigned polling place.
Vote by Mail
Follow the Vote-by-Mail Instructions enclosed in your ballot packet. To be counted, mailed ballots must be postmarked on or before Election Day, November 4, and received by the Department of Elections by November 12.
Drop Off Your Voted Ballot
You can drop off your voted ballot at any vote center, polling place, or Official Ballot Drop Box in California.
In San Francisco, 37 Official Ballot Drop Boxes will be open from October 6 through Election Day, November 4, until 8 p.m. To find a location, visit sfelections.gov/ballotdropoff or call (415) 554-4375.
Vote in Person
You may vote early at City Hall, outside Room 48, beginning October 6 through Election Day, November 4.
- Monday through Friday: 8:00 a.m.–5:00 p.m. (except October 13 holiday)
- Weekend of November 1 and 2: 10:00 a.m.–4:00 p.m.
- Election Day, November 4: 7:00 a.m.–8:00 p.m.
On Election Day, 100 polling places across San Francisco will be open from 7 a.m. to 8 p.m. Your polling place address is printed in the top right corner of the Vote-by-Mail Instructions enclosed in your ballot packet. You can also look it up at sfelections.gov/voterportal.
Accessible Vote-by-Mail System
Starting October 6, any registered voter can access their ballot through the Accessible Vote-by-Mail (AVBM) System at sfelections.gov/access. To be counted, the completed ballot must be printed and returned by mail or in person no later than 8 p.m. on Election Day.
Track Your Ballot
Visit sfelections.gov/voterportal to track your ballot and confirm when it has been accepted for counting. If there is an issue with your ballot envelope, such as a missing signature, the portal will alert you and provide instructions on how to resolve the issue. You can also sign up for automatic updates by email, text, or phone at wheresmyballot.sos.ca.gov.
Election Results
The Department of Elections will release preliminary results on November 4 starting at 8:45 p.m. and will continue posting updates throughout Election Night and the canvass period.
All preliminary and final local election results will be available at sfelections.gov/results and in the Department of Elections office. Statewide results will be posted on the California Secretary of State’s website at sos.ca.gov.
Election Observation
The public may observe various election processes, including ballot counting, either in person at the Department’s office or via livestream at sfelections.gov/observe.
