Office of Economic and Workforce DevelopmentThe Office of Economic and Workforce Development (OEWD) is issuing this Request for Proposals (RFP) 234 to identify qualified suppliers vendors to provide services in twelve distinct areas under three OEWD Divisions, via both contracts and grant agreements.
Program Areas:
This RFP will issue awards to areas under the following divisions:
Community Economic Development
Area A: ScaleUp SF: Training Program for the Growth Small Businesses in San Francisco
Area B: Community Benefit District – Technical Support
Area C: Citywide Business Outreach and Strengthening targeting Spanish language Businesses
Area D: Technical Assistance to Small Businesses in Low-Moderate Income Neighborhoods (18B)
Area E: Small Business and Commercial Property Owner Legal Support Services
Area F: Citywide Business Outreach and Strengthening targeting Chinese language Businesses
Area G: Mission Street Food Incubator & Kitchen Capacity Program
Workforce Development
Area H: Public Safety Academy
Area I: Industries of Opportunity - Arts and Entertainment
Area J: Industries of Opportunity – Education
Area K: Industries of Opportunity – Urban Agriculture
Office of Small Business (OSB)
Area L: Manufacture of Legacy Business Brushed-Aluminum Plaques
The total amount of funding anticipated for the initial contract awards is $7,855,000 across all program areas, with individual awards ranging from $50,000 to $1,600,000 per year, depending on the program area. Initial contract terms may be up to two years, with the possibility of extensions for up to an additional four years (not to exceed six years total), contingent upon performance and funding availability.
Grant awards are anticipated to begin January 1, 2026, or later.

- Technical Assistance Conference (optional): Tuesday, October 14, 2025 at 3:00 P.M. PST
- Deadline for submission of written questions: Friday, October 17, 2025
- Answers to written questions posted online:
- Initial posting: Wednesday, October 15, 2025
- Final posting: Monday, October 20, 2025
- Proposals due: Friday, November 7, 2025 at 12:00 P.M.
- Grantee selection and award notification: Wednesday, December 10, 2025
- Protest period ends: 3 business days following award notification
- Projects begin: January 1, 2026 or later

The deadline to submit substantive questions is Friday, October 17, 2025 by 11:59 P.M. PST. Substantive questions are questions that seek to clarify expectations about the RFP or administrative processes. However, you may continue to submit technical questions (e.g. "How do I complete the application?") to oewd.procurement@sfgov.org until the submission deadline and we will respond as soon as possible.
To ensure full transparency and the opportunity for all applicants to benefit from Departmental guidance, questions should only be submitted in writing. The answers to all questions asked by the deadline will be available for download in the Documents section below.

Technical Assistance
OEWD hosted an optional online Technical Assistance Conference via Zoom on Tuesday, October 14, 2025, at 3:00 P.M. PST to assist applicants in determining the eligibility of proposed projects, completing the proposal package, and navigating City requirements.
