City Administrator Carmen Chu announces Stephanie Tang as Deputy City Administrator and Regina Chan as Director of the Contract Monitoring Division

SAN FRANCISCO, CA---City Administrator Carmen Chu today announced the appointments of Stephanie Tang, current Director of the Contract Monitoring Division (CMD), as Deputy City Administrator, and Regina Chan, current Deputy Director of CMD, as CMD’s next Director.

As Deputy City Administrator, Stephanie Tang will oversee the City Administrator’s Office’s functions related to contracts and grants, including continuing to oversee the Contract Monitoring Division. The 2 appointments come following Chu's announcement of the retirement of Douglas Legg, who has served as Deputy City Administrator for the last 4 years.

"Stephanie is an effective consensus builder and communicator with an expert understanding of City contracting," said City Administrator Carmen Chu. "As Director of the Contract Monitoring Division, Stephanie led with heart and determination always thinking about how to improve the systems we have in place to better support local small businesses. I am thrilled that Stephanie will continue her City leadership as my Deputy City Administrator and look forward to building on her successes to improve our contracting processes for businesses and for the people of our City."

About Stephanie Tang

Stephanie Tang has served the City for 8 years, the last 2 as the Director of the Contract Monitoring Division. As Director of CMD, Tang worked to advance the mission, effective implementation, and enforcement of the Local Business Enterprise (LBE) Program, the City’s program to help small businesses compete for City contracts, and the Equal Benefits Ordinance, which ensures that City contractors offer the same benefits to employee’s domestic partners as they do to spouses.

Under Tang's leadership, CMD implemented systems improvements that helped to increase efficiency and support compliance. Tang led CMD to revamp business processes for the Equal Benefits Program, resulting in a 30% increase in applications from businesses and a 75% increase in the number of cases CMD completed each month. She helped launch CMD’s first ever online enforcement intake portal, improving access to services and non-compliance reporting.

Tang also worked to extend and expand the Contractor Accelerated Payment Program (CAPP), which helps LBEs who have been awarded construction contracts access capital loans, turning a pilot program into a long-term one. In partnership with Treasurer Jose Cisneros’ office, Tang helped launch SF Lends, a new program to help small businesses access capital for day-to-day cash flow needs.

I’m excited to get started working collaboratively with the City Administrator’s Office divisions, City partners, and stakeholders who drive this work in service of our City.”

Prior to serving as Director of CMD, Tang worked as the Contracts and Procurement Manager with the Port of San Francisco and as a Contract Compliance Officer with the Contract Monitoring Division. At the Port of San Francisco, Tang oversaw $118 million in contracts and competitive solicitations for real estate development along major San Francisco’s piers, including Pier 30-32. She also oversaw the implementation of the Micro-LBE Emergency Relief Program to provide much needed support to micro LBEs during the COVID-19 pandemic.

Before joining the City and County of San Francisco, Tang worked on labor campaigns in the US, Canada, and China, with Workers United, an SEIU affiliate, and the United Auto Workers. Stephanie lives in San Francisco with her family.

About Regina Chan

Regina Chan has served the City with the Contract Monitoring Division, including while its responsibilities were housed with the Human Rights Commission, for a combined total of 14 years. During her City tenure, Chan has worked on all three functions of CMD—Equal Benefits Ordinance, certification of small businesses, and compliance. As Deputy Director of CMD, she modernized the LBE participation intake system. The new digital system Chan developed and launched ended 20+ years of a manual process and ushered efficiency and system improvements for City departments.

At CMD, Chan has staffed the Local Business Enterprise Advisory Committee (LBEAC) for over a decade, supporting collaboration of the policy advisory body of local business and City representatives. As Deputy Director, Chan oversaw the expansion of CMD’s Mentor Protege Program, and recently has supported the launch of a second Mentor Protege Program in collaboration with the Treasure Island Development Authority. In her previous role as Senior Contract Compliance Officer at CMD, she led efforts to maximize LBE participation on professional service contracts.

Directly before becoming Deputy Director of CMD, Chan served as Senior Contract Compliance Officer at the SF Municipal Transportation Agency, where she certified Disadvantaged Business Enterprises (DBE).

Chan resides in the Excelsior District with her family. She earned a J.D. from the UCLA School of Law. In her spare time, Chan is an amateur beekeeper and enjoys talking to youth about the role of bees in strengthening our local ecosystem.

Tang and Chan’s appointments both become effective June 2025.
