SMART Project

The new community portal is part of our new System for Managing, Records, Assessments and Transactions (SMART), which modernizes the way we do our work and serve you.

You will need to make an account to use the community portal.

What to do

Use the community portal

You can use the community portal to do many of the things you previously had to file hard copies or visit our office to do.

  • Access your property assessment information, including assessment history, property characteristics and more.
  • File for common property tax exemptions and exclusions, like the homeowners' exemption or a Proposition 19 claim for base year value transfers or intergenerational transfers. You will be able to track our Office's progress on addressing your case.
  • Request a change of mailing address.
  • Update property characteristics.
  • File for informal review to temporarily reduce your assessed value.
  • Complete your forms telling us about new construction you are doing on your property.

Business Owners

Our Office launched the community portal for business owners a few years ago. You can still use the portal to file your annual business personal property filings and access your business personal property information.

Make an account for the community portal

Navigate to the community portal. Click "log-in" in the top right corner, select "create an account" and fill in the required information.

Search for property and assessment information

  1. Navigate to the "real property search" section.
  2. Search by:
    • Block only: returns all lots in that block
    • Block and lot: returns a specific property
    • Property address: direct search by address

Click on a property to view: property details, characteristics, current assessed value, assessment history, filing options you may have including exemptions, exclusions, property updates, mailing address changes and more.

Note: to find your APN, use SF Planning's Property Information Map search toolor look at your notice of assessed value sent by our office each year.

File and track the status of property tax exemptions, exclusions and other filings

  1. Search for your property using the "real property search" function.
  2. Click one of the following options: file exemptions, file exclusions or other filings.
  3. Use the drop down menu to select the correct filing.

To view the status of your filing, navigate to "real property" at the top of the community portal and select either RP exemption filings or RP statement filings.

You will see one of the following statuses.

You can edit or cancel filings by clicking the Statement Number

Submit a customer service request

View and manage customer service cases:

  1. Click the case number to see details.
  2. Upload or attach files at any time.

To create a new case, such as a question about a notice or requesting a new notice:

  1. Go to "submit service request"
  2. Select request type, upload files, and complete the form.

Submit a general inquiry without an account

  1. Go to "customer service" menu
  2. Submit service request

Request an informal review for a temporary-decline-in-value

From January 2 through March 31 you can use the community portal to Apply for a decline-in-value.

  1. Go to the community portal
  2. Navigate to the "real property" section and search for your property with your assessor parcel number or address
  3. Once you have selected your property, click "other filings" and navigate to "Informal Assessment Review Request"
  4. Fill out the form and submit your information

Frequently asked questions

  1. Question: How do I search for a real property using an Assessor's parcel Number (APN)
    1. Enter the APN and click "Search". To search for a specific property, use a block and lot number. To see all properties in a block, enter only the block value. Click a property from the search results to view the information page. 
  2. Question: How do I search for a Real Property by address?
    1. Enter the following details: Street Number, Street Name, Street Type, Unit Number (if applicable). Click the property from the search results to view the information page.
  3. Question: How do I file an exemption or exclusion?
    1. Search for the property. On the property information page, click the "exemptions" or "exclusions" tab. Select the correct form from the drop-down and click "next." Fill out the required fields and click "next" to submit the form. You will receive a confirmation message and email.
  4. Question: What other statements can I file besides an exemption or exclusion?
    1. Informal assessment reviews, disaster relief applications, change of mailing address request, construction project information forms in addition to general customer service inquiries.
  5. Question: I want to change my property characteristics, such as how many bathrooms my home has.
    1. Search for the property. On the property information page, click "request property updates." Select the "update type" and complete the form. Click "submit. You will receive a confirmation message and email.
  6. Question: Can I file a statement now and amend it later?
    1. You may need to update a filed statement if circumstances change. To amend a filed statement, you can navigate to "real property" and then "real property statement filings." Click on the statement number to open it and click "amend form" at the top. Make the necessary changes and click "next." The signature date will update to reflect the current date and time. You will receive a confirmation message and email.
  7. Question: Can you explain why my property's assessed value increased this year? How do I get answers to my questions?
    1. For questions regarding your property's assessment or other questions, you can submit a "customer service request." Navigate to "real property" and then "customer service." Click "submit a new request" and the appropriate "request type." Fill out the form, upload supporting files if needed and click "submit." You will receive a confirmation message and email.
  8. Question: How do I view existing customer service requests?
    1. Customer service requests are represented as cases. To view an existing case, navigate back to "real property" and "customer service." Click "my service requests" and then select a case number to view details.
