February 7, 2025 Meeting Minutes

The Sheriff’s Oversight Board of the City and County of San Francisco met in regular session on Friday, February 7, 2025, with President Julie D. Soo presiding.
President Soo called the meeting to order at 2:05 p.m.
ROLL CALL AND PLEDGE OF ALLEGIANCE
On the call of the roll. Board Members Afuhaamango, Brookter, Carrión, and Soo were noted present. Member Palmer arrived at 2:09 p.m.
A quorum of the Board was present.
Member Carrión, seconded by Member Brookter, moved to excuse Member Nguyen. Having no objections, the motion passed unanimously.
Dan Leung, Board Secretary presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula.
President Soo led the Board Members and the audience in the pledge of allegiance to the flag of the United States of America.
ANNOUNCEMENTS
Board Secretary Leung further thanked SFGovTV for recording and televising the meeting on Cable Channel 26, and welcomed members of the public to attend board meetings and provide public comment in-person, by email at sdob@sfgov.org, or by US Postal mail addressed to the Office of the Inspector General, 1 South Van Ness Ave, 8th Floor, San Francisco, CA 94103; and noted that in person comment was limited to 2 minutes with General Public Comment taken at the end of the meeting.
APPROVAL OF MEETING MINUTES
There were no discussion or requests for corrections from any Board Members on the December 6, 2024 Regular Board Meeting Minutes, nor the January 24, 2025 Special Meeting Minutes.
PUBLIC COMMENT:
Thierry Fill, asked if the Board was approving something from two months ago, does the Board realize what happens in two months, and they have to adapt to the speed in which events take place, and it is critical.
Member Brookter, seconded by Member Carrión, moved to approve the December 6, 2024 Regular Board Meeting Minutes, and the January 24, 2025 Special Meeting Minutes as presented. The motion carried the following vote following public comment:

SAN FRANCISCO SHERIFF’S OFFICE PRESENTATION
Kelly Collins, Assistant Chief Attorney at the Sheriff’s Office, presented an overview of policy management system, Lexipol.

PUBLIC COMMENT:
Thierry Fill, said to make sure it is a work in progress, and does not transform into a weapon. You can’t fake safety and beauty. Technology lowers everybody’s intelligence. A cell phone is a time bomb.
OFFICE OF SHERIFF’S INSPECTOR GENERAL BUDGET PRESENTATION
Nicole Armstrong, Chief Operating Officer at the Department of Police Accountability presented on the final budget for the Office of Sheriff’s Inspector General and the Sheriff's Department Oversight Board for FY 2025-2026 and 2026-2027.

PUBLIC COMMENT:
Thierry Fill, commented on the pictures last time. This time he is commenting on the show; it is a machine. Make the budget count.
Member Carrión, seconded by Member Afuhaamango, moved to approve the budget as presented. The motion carried the following vote after public comment:

DEPARTMENT OF POLICE ACCOUNTABILITY PRESENTATION AND THE OFFICE OF SHERIFF’S INSPECTOR GENERAL REPORT
Marshall Khine, Chief Attorney at the Department of Police Accountability, presented DPA’s Fourth Quarter and Annual Statistics on investigations into complaints against sheriff’s deputies, highlights of DPA’s support for OSIG, and ongoing OSIG projects as laid out by former Inspector General Terry Wiley.

Thierry Fill, said he doesn’t care, everything is fake. The trouble is this system, the government.
RECRUITMENT OF SHERIFF’S INSPECTOR GENERAL
President Soo initiated discussion on the amendment of the charter language and recruitment of Sheriff’s Inspector General and asked Deputy City Attorney Clark for a memo regarding how the charter got on a ballot measure.
Any motion and the vote on the motion is continued until the next regular meeting.

President Soo initiated discussion on the appointment of an Interim Inspector General.

President Soo initiated discussion on the SDOB 2024 Q4 Report.

Member Afuhaamango, seconded by Member Carrión, moved to approve the SDOB 2024 Q4 Report as presented. The motion carried the following vote after public comment:

SHERIFF’S DEPARTMENT OVERSIGHT BOARD 2024 ANNUAL REPORT
President Soo stated this line item was continued to a future meeting.
SDOB 2025 PRIORITIES, TIMELINE, AND BENCHMARKS
President Soo initiated discussion on SDOB 2025 Priorities, Timeline, and Benchmarks.

EVALUATION OF AMENDMENT TO SDOB RULES OF ORDER
President Soo initiated discussion on evaluation of amendment to SDOB Rules of Order.

Matter is continued to allow for 15 day notice.
FUTURE AGENDA ITEMS
President Soo initiated discussion on future agenda items with input from Member Afuhaamango, and Member Carrión.
Future agenda items may include SFSO chart of settlements, Jason Lally on AI, sharing IT systems, work with organizations, presentation by Eddie Zhang and Damon Wood. Adding the board member vacancies to the website.
President Soo acknowledged and expressed gratitude to Vice President Brookter for his contributions to the Sheriff’s Department Oversight Board, extending best wishes for his future pursuits. In turn, Vice President Brookter responded.
Member Carrión expressed appreciation to Deputy City Attorney Clark for her contributions to the Sheriff’s Department Oversight Board, with remarks from Members Soo, Brookter, and Afuhaamango.
GENERAL PUBLIC COMMENT
Theirry Fill, says the board will be fine if they pay attention. The definition of government is that it serves the people, for the people and by the people. There is a civil war, and the government is trying to create a revolution.
ADJOURNMENT
President Soo extended warm wishes to everyone for Black History Month, the Lunar New Year, and Valentine's Day. Additionally, President Soo reminded all that next month marks the anniversary of the landmark birthright citizenship case, United States versus Wong Kim Ark, which was decided on March 28, 1898. Member Palmer emphasized that black history is integral to world history and human history, asserting that without the contributions of black civilization, civilization itself would not exist.
There being no further business and no objections from any Member, the Board adjourned at the hour of 4:45 p.m.
