Help is Available
If you were living in a large vehicle on the streets of San Francisco on May 31, 2025, you may qualify for a Large Vehicle Refuge Permit, Housing Programs, Vehicle Buyback, and Relocation Assistance.
Who qualifies?
- You must be experiencing vehicular homelessness.
- You must have been living in a large vehicle in San Francisco on May 31, 2025.
- Your vehicle must be listed in the City’s Large Vehicle Database.

How to Apply
- Check if your vehicle is listed in the City’s Large Vehicle Database.
- If your vehicle is listed in the database, fill out a form to get in touch with Street Team Outreach to be certified by the Department of Homelessness and Supportive Housing as currently experiencing vehicular homelessness and engaging in services

Large Vehicle Refuge Permit Overview
Starting November 1, 2025, RVs and other large vehicles parked for over 2 hours may be ticketed or towed. The Large Vehicle Refuge Permit provides temporary parking relief for people living in large vehicles while they connect to housing and services.
Permit requirements:
- Accept housing/shelter offered
- Give up vehicle (if participating in the Buy Back Program)
- Adhere to the Good Neighbor Policy:
- Clean sidewalks
- No excessive noise
- No open fires
- Safe waste-water disposal, etc.
- Adhere to case management appointments and activities
- Adhere to standard parking rules (not including 2-hour parking restrictions)

City's Strategy to Address Vehicular Homelessness
The legislation addressing vehicular homelessness under Mayor Daniel Lurie’s Breaking the Cycle plan was passed on July 22, 2025. It will help hundreds of families living in vehicles access stable housing, reduce and prevent RV and vehicular homelessness, and reclaim public spaces for communities across the city.
