Sheriff's Department Oversight Board 2025 Q1 Report

Introduction

Charter Section 4.137 (b) (5) mandates that the Sheriff’s Department Oversight Board (SDOB) “Prepare and submit a quarterly report to the Sheriff and the Board of Supervisors regarding the SDOB evaluations and outreach, and OSIG (Office of Sheriff’s Inspector General [See Footnote]) reports submitted to the SDOB.”

Charter Section 4.137 also mandates that the SDOB:

(2) Evaluate the work of the Sheriff’s Inspector General (SIG) and may review the SIG’s individual work performance.

(3) Compile, evaluate, and recommend law enforcement custodial and patrol best practices.

(4) Conduct community outreach and receive community input regarding SFSD operations and jail conditions, by holding public meetings and soliciting input from persons incarcerated in the City and County.

Evaluations of the SIG during Q1 2025:

Sheriff’s Inspector General Terry Wiley announced his resignation from the role of sheriff’s inspector general, effective January 10, 2025. He attributed his decision to the insufficient funding allocated to the department and the unfavorable projections regarding the City budget in the upcoming period.

SDOB community outreach:

The Commission Board did no community outreach in Q1.

SIG reports submitted to SDOB 2025 Q1:

No SIG report was submitted before this SDOB 2025 Q1 report. Inspector General Terry Wiley resigned effective January 10, 2025. However, we anticipate receiving a report regarding the first quarter at our May meeting from the Department of Police Accountability concerning investigations into complaints against the Sheriff’s office.

Summary of monthly commission board meetings:

January

Our January meeting was cancelled due to lack of quorum.

February

Kelly Collins, Assistant Chief Attorney at the Sheriff’s Office presented an overview of policy management system, Lexipol.

Nicole Armstrong, Chief Operating Officer at the Department of Police Accountability, presented the final budget for the Office of Sheriff’s Inspector General and the Sheriff's Department Oversight Board for FY 2025-2026 and 2026-2027.

Marshall Khine, Chief Attorney at the Department of Police Accountability, presented the Fourth Quarter and Annual Statistics on investigations into complaints against Sheriff’s deputies, highlights of DPA’s support for OSIG, and ongoing OSIG projects laid out by former Inspector General Terry Wiley.

The Board held preliminary discussions on procedures for the recruitment of a new inspector general including discussion on an interim inspector general.

The Board reviewed and approved the 2024 Q4 report due to the Sheriff and the Board of Supervisors pursuant to SF Charter 4.137.

The Board further reviewed and approved Priorities, Timeline Tasks, and Benchmarks for 2025.

The Board expressed its gratitude and appreciation for the dedication and service of Vice President Dion-Jay Brookter who announced that he would not pursue reappointment upon the conclusion of his term on March 1, 2025. Additionally, the Board acknowledged and expressed gratitude to deputy city attorney Jana Clark who is set to be reassigned.

The Board extended warm welcomes to Estela Ortiz, a newly appointed board member to Seat #2 for the remainder of the term of a November resignation, and to Christina Fletes, the deputy city attorney recently assigned to SDOB.

Ben Richey from the Department of Human Resources gave a presentation on procedures and expenses associated with engaging a recruitment firm to perform national outreach for a new Inspector General. The Board subsequently approved a motion to engage a recruitment firm. City and County of San Francisco Page 3

Damien Posey, a distinguished community leader and motivational speaker, spoke of discovering inspiration while incarcerated in federal prison. He also discussed his active participation in various community organizations and the establishment and mission of his organization, Us4Us. Mr. Posey recognized some of the members of Us4Us who were in attendance.

Member Palmer delivered a presentation about meals currently served at correctional facilities and detailed alternative food sources that would provide more healthful nutrition and enhance the well-being of both staff and those incarcerated.

The Board reviewed and approved the 2024 Annual Report to be submitted to the Sheriff and the Board of Supervisors pursuant to SF Charter 4.137.

The Board also approved a motion to amend the SDOB Rules of Order.

Footnote: In accordance with Proposition C (approved by voters in November 2024), the Inspector General (IG) and the Office of Inspector General (OIG) have been rebranded as the “Sheriff’s Inspector General (SIG)” and the “Office of Sheriff’s Inspector General (OSIG),” respectively. SDOB anticipates future amendments in 2026 to correct nomenclature. The Inspector General and the Office of the Inspector General are independent of the Sheriff’s Office and Propositions C’s designations inaptly appear to place the Inspector General and the Office of the Inspector General under the Sheriff’s Office.
