Overview
The in-person meeting will be held at 1455 Market Street in the Lobby Conference Room. All attendees must check-in with building security. Please arrive a few minutes prior to the meeting start time to allow for check-in. Remote access to the meeting is available to the public using the virtual meeting link provided in the agenda. Committee members must attend in person. Members of the public providing comment in person will be heard first by the committee. Remote public comment will be heard after. Approval of the December 2025 Minutes
The minutes were approved unanimously.
Nominations & Election for OAC Chair and Vice Chair
Prasanthi Patel self-nominated for the OAC Chair and Ryan Hazelton self-nominated for Vice OAC Chair. A motion to elect Prasanthi Patel as Chair and Ryan Hazelton as Vice Chair was made by Yvette Byes Edwards and seconded by Lucas Liang. The motion passed unanimously.
DCYF Overview – Budget
Heidi Burbage, DCYF's Chief Financial Officer, presented DCYF’s Fiscal Year 26-27 and Fiscal Year 27-28 Budget Proposal, which included the following sections:

Report of the DCYF Director
Director Dorsey-Smith shared the following updates:
Over the past year and a half, DCYF has achieved many of the goals established for the first year and half of our five-year cycle. This past year was particularly critical as we focused on launching and stabilizing all programs. As we enter our second year, agencies are now stabilized and moving forward with meeting our established goals. Below is a summary of the accomplishments we achieved organized through our 4 pillars (Strategic Finding, Collaborative Partnership, Quality Service and Engagement with SF Communities).
Strategic Funding
- Distributed $105 million in grants to 254 grantees that together served more than 31,000 youth across the city
- Launched our Data Dashboard, which is a great tool for any and everyone to know how an agency is doing. It provides information about the agency, the participants, service sites and descriptions, budget/invoicing, activities and youth attendance. Click this link to access the Data Dashboard.
Collaborative Partnership
- DCYF partnered with SFGovTV to produce promotional videos for the annual Free Summer Meals program, which provides free lunches and snacks at open sites to anyone under the age of 18 during the months when school is not in session.
- DCYF collaborated with SFGovTV, SFUSD Superintendent Dr. Maria Su, and our grantees Booker T. Washington Community Service Center and FACES SF to produce a video highlighting the importance of afterschool programs for San Francisco’s children, youth, and families.
Quality Services
- DCYF has provided over 145 Technical Assistance and Capacity Building (TACB) offerings
- 1,180 individual grantees have participated in TACB workshops and trainings
- 98% of DCYF's 138 funded agencies have participated in our TACB efforts
- Served more than 190,000 meals and 170,000 snacks to youth in afterschool and summer programs
Engagement with SF Communities
- In 2025, every community-based organization funded by DCYF to provide comprehensive, all-day summer programs for children and youth in grades K–8 hosted events in celebration of National Summer Learning Week. Many of these events reflected DCYF’s Summer 2025 theme, “In this City, anything is possible.” To highlight these efforts, DCYF published a series of articles on Medium during Summer Learning Week, profiling events that took place in each San Francisco district.
- DCYF partnered with more than 70 San Francisco community-based organizations and City departments to participate in the annual National Lights On Afterschool Lightbulb Challenge. Participating organizations submitted photos of students and/or staff in a “lightbulb pose,” which DCYF compiled into a finale video shared on DCYF’s social media channels. For the fourth consecutive year, San Francisco had the highest Lightbulb Challenge participation in the country!
Budget Update
The Mayor did not give a budget target amount or percentage. He identified several key areas he wanted us to focus on. We will provide 2-3 options that respond to those areas. As always, grant reductions are the very last option.
Report of the Service Provider Working Group (SPWG)
Co-chairs Frederique Clermont and Denny David shared the SPWG report
- SPWG is planning to have an in person meeting on February 9, 2026 from 4-5pm. Location TBD.
- SFUSD budget & potential cuts

Best practices for accessible meetings
One person speaks at a time
This helps people who are deaf and hard of hearing to keep track of who is speaking, people who are blind and low vision who can’t see non-verbal cues, and people attending remotely.
Speakers should state their name each time they speak
This helps communication providers, people who are blind or who have low vision, note takers or meeting recordings, and other attendees know who is speaking at all times.
Presenters should describe images and graphics on any slides
This benefits people who are blind or have low vision, as well as people attending remotely.

If joining remotely and providing public comment, ensure you are in a quiet location where there is no background noise.
