Comply with Health Code Article 31

Site Assessment and Mitigation Program

If your project will disturb any soil on a former Hunters Point Naval Shipyard parcel, you will need to comply with Health Code Article 31 to control the impacts of your construction. Once you apply to our program, we will contact you to let you know what plans and reports you need. Email HCArticle31-HPS@sfdph.org if you have any questions.

Submit an application

An application is required for regulatory oversight or plan review services for Health Code 31. Start by checking your conditions to see if your project meets Article 31 criteria and other conditions, and go through the pages to submit an application. If your project does not meet the conditions, then you do not need to submit an application or comply with Health Code 31.

Once your application and payment are processed, a Site Mitigation Environmental Database (SMED) number and caseworker will be assigned, and your caseworker will contact you to guide you through the next steps.

Submit your building permit application

We'll review your documents and let you know if you need to make any changes. We will give you an Article 31 Approval Letter, letting you know you have met the pre-construction requirements.

Submit a Closure Report

After construction, you must submit a closure report to get a signed Temporary Certificate of Occupancy (TCO).
