Call to Order

Approval of the April 23, 2025 (with amendments), and May 28, 2025 Meeting Minutes

The Commission will review and possibly approve minutes from the regular Commission April 23, 2025 (with amendments), and May 28, 2025.

Prop E Commission Streamlining Task Force Committee

President Andary will provide updates on the Budget and Legislative Analyst's Proposition E Board and Commissions survey and the work of the Prop E Commission Streamlining Task Force Committe.

Director/Department Head Recruitment Committee

Following the actions taken by the Commission at the May 28 meeting, the Commission has been delegated the responsibility of working with the Department of Human Resources to begin the recruitment process for the DOSW Director/Department Head position.
Commissioner Jones Lowrey may present approaches related to the Director/Department Head search. The Commission may approve the proposed hiring plan.

Acting Director Linda Yeung and staff may discuss grant programs; core service area activities; meetings involving City leaders, agencies, and stakeholders; Department staff; past/upcoming events; and/or Department operations.

New Business

A. MAYOR’S FISCAL YEAR 2025-27 BUDGET PROPOSAL OF THE MERGER OF DOSW WITH THE HRC                                                                                                                              DISCUSSION

Acting Directors Linda Yeung (DOSW) and Mawuli Tugbenyoh (HRC) will provide an update regarding the Mayor’s Office’s proposed creation of the Agency for Human Rights, which would be comprised of the Department on the Status of Women (DOSW) and the Human Rights Commission (HRC). Under the proposed structure, the two departments would continue to report to their respective Commissions—the Human Rights Commission (HRC) and the Commission on the Status of Women (COSW)—and each would retain its own Director/Department Head, staff, and resources. Shared resources would include administrative functions such as Human Resources, IT, and Finance.

B. PRESENTATION ON VIOLENCE AGAINST TRANS WOMEN 2024 DATA REPORT DISCUSSION (POSTPONED)

Dr. Wilson from the Department of Public Health (DPH) will present recently collected data of trans women documenting the violence they experienced in San Francisco in 2023 and 2024. Additionally, Dr. Wilson will share data on trans women's trust in existing systems—such as law enforcement and domestic violence services—to address the violence they face, highlighting important avenues for intervention and the need for policy change.

C. THE GENDER EQUITY POLICY INSTITUTE (GEPI) CONTRACT EXTENSION

DISCUSSION and ACTION

The Commission will discuss and possibly adopt a resolution approving an extension of the grant agreement with the Gender Equity Policy Institute (GEPI) from July 1, 2025, through June 30, 2026. The extension would allow continued technical support and guidance on the abortion care service landscape analysis report and related Department activities. Due to limited progress in early 2025, remaining grant funds would be used to carry out planned work in fiscal year 2025–2026.

Action: To approve an extension of the grant agreement with the Gender Policy Institute from July 1, 2025, through June 30, 2026.
