Thỏa thuận Xử lý và Phát triển (DDA) điều chỉnh quyền của Nhà phát triển trong việc phát triển Dự án theo một loạt các Giai đoạn Chính và Giai đoạn Phụ và bán hoặc cho thuê đất cho các nhà phát triển theo chiều dọc để phát triển. DDA cũng điều chỉnh các nghĩa vụ của Nhà phát triển đối với các yếu tố của Dự án bao gồm cơ sở hạ tầng công cộng, nhà ở giá rẻ và các lợi ích cộng đồng. DDA ban đầu được phê duyệt vào tháng 6 năm 2011 và DDA được Sửa đổi và Tái trình bày đã được phê duyệt vào tháng 8 năm 2024.
