Time to Move into Housing
Tracks how long it takes on average for someone to move into permanent housing after entering the housing queue
Measure Description
Coordinated Entry is the “front door” to the Homelessness Response System (HRS). It is designed to assess, prioritize, and match people experiencing homelessness to housing opportunities efficiently and consistently. Through Coordinated Entry, a household may be assessed and added to the queue for housing in a permanent housing program.
This measure shows the average number of days between the date HSH adds a person to the housing queue and their move-in to permanent housing within the HRS.
Why this Measure is Important
San Francisco’s HRS has many permanent housing resources, ranging from programs that provide time-limited subsidies to long-term housing with ongoing supportive services. Coordinated Entry helps assess and prioritize which households should access these housing resources.
The City wants to minimize the amount of time that a household experiences homelessness through efficient use of resources. This measure is one way to understand how long it takes to move households out of homelessness and into housing within the HRS.

HSH tracks the date the head of household is added to the queue and the date they move into housing. This measure is the average of all households who moved into a permanent supportive housing program during the reporting period.
How Performance is Measured
Ideally, households move off the queue and into housing quickly. This means that a shorter average number of days to move into housing is better. However, many factors may impact the length of time waiting to move into housing. For example, a household does not have to accept the first housing resource that they are offered so finding additional available resources for them may extend the length of time to move-in.
