I. OLD BUSINESS DISCUSSION/ACTION
A. SAVING BEDS FOR HOSPITALIZED GUESTS Chair Street 10 min
Members will continue to discuss the policies surrounding how long beds are held at shelters when clients are hospitalized.
Public Comment will be heard before any action.
B. MORE GRANULARITY/DETAIL IN SOCs Chair Street 25 min
Members will continue discussing possible recommendations on whether/how to effect this. Should we pursue breaking up SOC #1 into: (1) Respect and dignity in conversations, (2) Respect and dignity in actions, including anything security-related; and (3) Failure to respond to internal grievances? Should SOC #2 be split into: (1) threats from other guests inside or within 200 feet of the shelter; and (2) other hazards? Should SOC #3 be broken out into: (1) cleanliness and adequate supply of restrooms/shower areas and (2) cleanliness and maintenance of the rest of the shelter?

II. NEW BUSINESS DISCUSSION/ACTION
A. NO APPEAL OF 48-HR RULE VIOLATIONS Chair Street 15 min
Staff have received several complaints recently from clients claiming to have been DOS’d for violating the 48-Hour rule. There is some indication shelters have been enforcing this more aggressively lately. In light of this, the fact that there is no appeal when a client is DOS’d for this reason is especially concerning.
Public Comment will be heard before any action.
Proposed Action: Ask the full Committee to ask HSH to explain this rule and consider whether arbitration/ appeals should be available as in other DOS situations.
III. GENERAL PUBLIC COMMENT Chair Street 10 min
Members of the public may address the Subcommittee on items of interest to the public, that are within the jurisdiction of the Subcommittee, for up to 3 minutes. With respect to an action item [denoted by “Proposed Action” after the agenda item] on the agenda, members of the public may address the Subcommittee for up to 2 minutes at the time such item is called.
With respect to a discussion item on the agenda, members of the public may address the Committee for up to 1 minute at the time such item is called. Members of the public may only speak once per agenda item.
