SF ERAP Property Staff Referrals

Learn how to refer residents of certain subsidized housing programs to the San Francisco Emergency Rental Assistance Program (SF ERAP)

Who Can Apply

Property Managers and on-site Resident Services staff, on behalf of the following residents:

  • Residents enrolled in Permanent Supportive Housing programs
  • Residents living at former San Francisco Housing Authority sites that are now managed by nonprofits, specifically: Rental Assistance Demonstration (RAD), HOPE SF, HOPE VI, and Scattered Sites.

NOTE: as of April 2026, residents who have had a qualifying financial hardship in the last 12 months can apply online without a Property Staff Referral.

How to Qualify

To qualify for a Property Staff Referral, residents must complete one of the options below. In all cases, residents must be up to date with income recertification when the apply.


OPTION 1: 3-Month Payment Plan

  • Resident must make three consecutive monthly rent payments in full. If the resident misses a payment, they must start the process over.
  • Resident must make three monthly payments towards the rental debt, in addition to the monthly rent. This can be paid as a lump sum equivalent.
  • NOTE: When combined with monthly rent, the payment amount may not exceed 40% of the household’s monthly income.

OPTION 2: Case Management (if no income)

Resident must attend and document at least three (3) meetings with PM or Resident Services focused on increasing income through employment, benefits, or other means.

OPTION 3: Third-Party Rent Payment (PSH Only)

  • Resident must enroll in a third-party rent payment service.
  • Resident must pay three months of rent through the service.

How to Submit a Property Staff Referral

Available to Property Managers + On-Site Resident Services Staff Only:

  1. Go to SF ERAP website (sferap.com/)
  2. At the bottom of the page, click the “Property Staff Referral” button
  3. This will open a pop-up screen to enter additional information for the Property Staff Referral
    1. Basis for Referral: choose 3-Month Payment Plan, Case Management, or Third-Party Rent Payment
    2. Subsidy Type: choose Permanent Supportive Housing, RAD, HOPE SF, HOPE VI
    3. Site Name: type in the name of the housing site
    4. Staff Email: enter email of person making referral
    5. Consent Items: check off all boxes as applicable
  4. Proceed to complete the rest of the SF ERAP application
  5. Upload relevant documents, including an up-to-date ledger and proof of 3 months payment or case management
