Public Comments: Caller with phone number ending in -2185 (Teams) stated that the meeting is not on SFGovTV channel and that the Microsoft Teams for the meeting is not working very well.
Antonio Vera Giglio stated that the instructions for how to and deadlines to send in written comments are not found anywhere and is unsure if the comments that come right before the meeting are being taken into account by the Commissioners.
Scott S. (Teams) commented that he is concerned that a local business is not complying with its after-hours permit, operating outside the permitted times and causing disturbances, including noise and other issues. He wants clarification on what the consequences are for violating the permit and advice on what steps they can take regarding the noise they hear inside their building after hours. - Approval of Meeting Minutes: Discussion and possible action to approve the minutes of the December 16, 2025 Commission meeting. Motion: Commissioner Thomas made a motion to approve the meeting minutes; Vice President Wang seconded the motion.

Motion: Commissioner Wilson made a motion to approve the permit with staff recommendations; Vice President Wang seconded the motion.

The Commission took a recess to fix the Teams meeting for attendees online.
President Bleiman motioned for the recess, Commissioner Wilson seconded the motion and the recess was approved unanimously.
The meeting came back from recess at 6:28pm.
Motion: Vice President Wang made a motion to approve the permit with staff recommendations; Commissioner Davis seconded the motion.

Motion: President Bleiman made a motion to approve the permit with staff recommendations with the following amendment: the event will be held from 4:00-10:00pm on the first Fridays of each month and on Juneteenth – Friday, June 19, 2026; Vice President Wang seconded the motion.

Motion: President Bleiman motioned to continue the item to a future Commission meeting; Commissioner Davis seconded the motion.

Motion: Commissioner Thomas made a motion to approve the permit application with the following amendments to the staff recommendations:
7. 12pm – 8pm, and Friday – Saturday 12pm – 10pm not to exceed 6 hours per day; and
8. Outdoor entertainment allowed Sunday – Tuesday 12pm – 7pm, Wednesday – Thursday 12pm – 8pm, and Friday – Saturday 12pm – 10pm not to exceed 6 hours per day; and
9. Permit holder allowed to host up to 8 special events per calendar year;
Commissioner Davis seconded the motion.
Action: The Commission approved the permit with the following amendments to the staff recommendations:
7. Outdoor amplified sound allowed Sunday – Tuesday 12pm – 7pm, Wednesday – Thursday 12pm – 8pm, and Friday – Saturday 12pm – 10pm not to exceed 6 hours per day; and
