Request for Proposals (RFP) #233

Business Development; Impact, Policy, and Communications (IPC); and Workforce Development Divisions.

Office of Economic and Workforce Development

The Office of Economic and Workforce Development (OEWD) is issuing this Request for Proposals (RFP) 233 to identify qualified suppliers vendors to provide services in four distinct areas under three OEWD Divisions, via both contracts and grant agreements.

Program Areas: This RFP will issue awards to areas under the following divisions.

Business Development
Area A: Accelerate Manufacturing
Area B: Downtown Economic Development

Impact, Policy, and Communications (IPC)
Area C: General Marketing Services

Workforce Development Divisions
Area D: Employment Training Panel (ETP) Technical Assistance and Management

The total amount of funding anticipated for the initial grant award is $1,075,000 per year, with a potential contract term of up to four years. The agreement may be extended for up to an additional six years (not to exceed 10 years total), pending performance and funding availability.

Grant awards are anticipated to begin October 1, 2025 or later.

  • RFP is issued by the City: Friday, August 29, 2025
  • Technical Assistance Conference (optional): Monday, September 8, 2025 at 3:00 P.M. PST
  • Deadline for submission of written questions: Wednesday, September 10, 2025 at 12:00 P.M.
  • Answers to written questions posted online:
    • Initial posting: Monday, September 8, 2025 by 11:59 P.M.
    • Final posting: Friday, September 12, 2025 by 11:59 P.M.
  • Proposals due: Tuesday, September 16, 2025 by 5:00 P.M.
  • Grantee selection and award notification: Thursday, September 25, 2025
  • Protest period ends: 3 business days following award notification
  • Projects begin: October 1, 2025 or later 

*Written questions:
The deadline to submit substantive questions is Wednesday, September 10, 2025 by 11:59 P.M. PST. Substantive questions are questions that seek to clarify expectations about the RFP or administrative processes. However, you may continue to submit technical questions (e.g. "How do I complete the application?") to oewd.procurement@sfgov.org until the submission deadline and we will respond as soon as possible.

To ensure full transparency and the opportunity for all applicants to benefit from Departmental guidance, questions should only be submitted in writing. The answers to all questions asked by the deadline will be available for download in the Documents section below.

OEWD hosted an optional online Technical Assistance Conference via Zoom on Monday, September 8, 2025, 3:00 P.M. PST to assist applicants in determining the eligibility of proposed projects, completing the proposal package, and navigating City requirements.
