The Department of Elections Transmits Ballots to Military and Overseas Voters for the November 4, 2025, Statewide Special Election

SAN FRANCISCO, Tuesday, September 23, 2025 – Last week, in accordance with timelines established by election law, the Department of Elections transmitted ballots for the November 4, 2025, election to San Francisco voters serving in the military or residing abroad.
More than 11,000 military and overseas voters received their ballots via email, fax, or postal mail, according to their preferred delivery method.
"We recognize the unique circumstances San Francisco’s military and overseas voters face in participating in elections," said Director John Arntz. "Our goal is to make the process straightforward and reliable, from delivering ballots in the way that works best for them to providing clear return instructions and responsive assistance, so every eligible voter has the opportunity to be heard this November."
To qualify as a military or overseas voter in California, an individual must be:
- An active-duty member of the uniformed services or merchant marine
- A spouse or dependent of an active-duty member of the uniformed services or merchant marine
- A United States citizen living outside the country
