Request to approve underwriting guidelines for no place like home to capitalize operating subsidy reserves

Loan Committee approved changes to the mayor's office of housing and community development's (MOHCD) underwriting guidelines, as it relates to no place like home (“NPLH)” program guidelines on August 1st, 2025. Since then, MOHCD has had more discussions as related to the NPLH changes in the guidelines and further seeks Loan Committee’s approval on new, proposed updates, specifically change the agreement from a loan to a grant.

Request to refinance existing city Loans from former San Francisco Redevelopment Agency for Gabreila Apartments, an affordable, family housing development in the south of market neighborhood.

Request for refinance and rehabilitation funding for the mission economic development agency project bundle

Mission Economic Development Agency ("MEDA") requests the consolidation of up to $31,580,766 in Small Sites Program (“SSP”) funding and an additional $6,240,000 in SSP funding from the Mayor’s Office of Housing and Community Development for the bundled refinancing and rehabilitation of 15 MEDA-owned Small Sites properties (the "MEDA Bundle"), including 3329 20th Street, 3182 24th Street, 3353 26th Street, 1500 Cortland Avenue, 35 Fair Avenue, 3840 Folsom Street, 642 Guerrero Street, 63 Lapidge Street, 2217 Mission Street, 3800 Mission Street, 19 Precita Avenue, 344 Precita Avenue, 269 Richland Avenue, 380 San Jose Avenue, and 1015 Shotwell Street, totaling 89 residential units and 9 commercial units. The requested financing, in addition to a first position loan from the Bank of San Francisco, will

1) refinance existing first position mortgages, 2) support rehabilitation at 14 of the 15 sites, 3) replenish replacement and operating reserves, and 4) fund other soft costs, which all together will help stabilize the 15-site MEDA Bundle
