Overview

Members of the Homelessness Oversight Commission will attend this meeting in-person. Members of the public are invited to observe the meeting in-person or remotely online as described below. Members of the public attending the meeting in person will have an opportunity to provide public comment on every action or discussion item. In addition to in-person public comment, the Commission will hear up to 10 minutes of remote public comment on each action/discussion items, and during general public comment. The Commission will hear remote public comment on items in the order that commenters add themselves to the queue to comment on the item. Because of the 10-minute time limit, it is possible that not every person in the queue will have an opportunity to provide remote public comment. Remote public comment from people who have received an accommodation due to disability (as described below) will not count toward the 10-minute limit. Members of the public are encouraged to provide public comment via email. Send an email to bridget.badasow@sfgov.org by 5pm the day before the meeting to ensure your comment is received by the Commission in advance of the meeting.

ALL MATTERS LISTED UNDER THIS ITEM CONSTITUTE A CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE HOMELESS OVERSIGHT COMMISSION AND WILL BE ACTED UPON BY A SINGLE ROLL CALL VOTE OF THE COMMISSION. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS UNLESS A MEMBER OF THE COMMISSION REQUESTS DISCUSSION, IN WHICH EVENT THE MATTER SHALL BE REMOVED FROM THE CONSENT AGENDA AND CONSIDERED AS A SEPARATE AGENDA ITEM. APPROVAL IS REQUESTED

Requesting to amend the existing Community Forward SF - Coronado Hotel (F$P:1000017568) agreement, for the period of January 1, 2021 - June 30, 2029, in an additional amount of $5,931,686, plus a 20% contingency for a revised NTE amount of $16,653,327.

Requesting to amend the existing grant agreement with Tenderloin Housing Clinic, Inc. for Garland Hotel, for the period of April 1, 2022 to June 30, 2029, in an additional amount of $6,621,090 plus a 20% contingency for a revised amount of $17,340,154.

Requesting to amend the existing grant agreement with Tenderloin Housing Clinic, Inc. for Abigail Housing Ladder, for the period of January 1, 2021 to June 30, 2029 in an additional amount of $5,584,584 plus a 20% contingency for a revised amount of $15,496,140.

Requesting to amend the existing contract agreement with Five Keys Schools and Programs for Ellis Semi-Congregate Shelter, for the period of December 15, 2022 to June 30, 2028 in an additional amount of $12,673,158 , plus a 27% contingency for a revised amount of $39,569,622.

ITEM 11 IS AN ACTION ITEM THAT REQUIRES A SEPERATE VOTE BY THE COMMISSION

Requesting review and approval to enter into a new grant agreement with Abode Property Management for 1178 Folsom Site Rehabilitation for the period of May 1, 2026 to June 2027 in the amount of $1,517,444, which includes a 25% contingency on the overall budget.

Discussion and Possible Action: Process and Desirable Qualifications for Director of the Department of Homelessness and Supportive Housing Selection

The Commission will discuss desired qualifications and procedural matters related to hiring the Director of the Department of Homelessness and Supportive Housing. The Commission solicits input from the community regarding the qualities and qualifications of the HSH Director.

The San Francisco Homelessness Oversight Commission acknowledges that we are on the unceded ancestral homeland of the Ramaytush Ohlone who are the original inhabitants of the San Francisco Peninsula. As the indigenous stewards of this land and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost, nor forgotten their responsibilities as the as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the Ancestors, Elders, and Relatives of the Ramaytush Ohlone community and by affirming their sovereign rights as First Peoples.
