Aligning City Investments with Better Outcomes for People Experiencing Homelessness
HSH’s upcoming reprocurement is a major opportunity to redesign how public dollars address homelessness, shifting from expense‑based reimbursement to funding tied to clients served and outcomes achieved.Why this matters
By re-contracting more than $500 million in annual grants and contracts, HSH aims to ensure City resources are aligned with positive results for both clients and the broader Homelessness Response System.
This process may bring significant changes to program models, funding levels, and how resources are distributed. Some programs may be funded at higher levels while fewer overall are contracted; similar services may be consolidated, redesigned, or shifted geographically to better meet community needs.

Request for Information (RFI) for Potential Contractors
This RFI gathers input from potential contractors that provide homelessness services. HSH is seeking feedback on program models, service needs, and funding considerations to help shape the upcoming multi‑year reprocurement plan.

Community Feedback Form
