EC Enforcement Memo - April 21, 2026 Hearing

Senior Inspector Andrew Zverina reports on recent enforcement activities. [Discussion and Possible Action Item]

Good evening commissioners. We have received 55 3-1-1 complaints since our last commission hearing on April 7th. I have three updates tonight, please let me know if you have any questions.

Cavana - Notice of Violation

My first update is about Cavaña, located at 100 Channel St. who holds a POE with our office. EC staff have received a couple of email complaints from neighbors to the northeast regarding disturbances caused by Cavaña’s events. Inspector Jungreis visited the business on Saturday April 4th at 12:18am and upon arrival there was no entertainment in operation, but he observed music playing on the outdoor patio speakers. Inspector Adams conducted another visit on the following night at 10:44pm, and upon arrival he noted that he could hear the music while approaching the building on Third and Channel St. When he got to the restaurant, he observed a DJ performing inside and took a sound measurement which showed the volume to be 89.1dba/97.2dbc, while the approved indoor sound limit is 83dBA/88dBC. Additionally, the doors to the patio were open and the outdoor speakers on the North Patio were on. Inspector Adams worked with the manager on duty to reduce the volume of the DJ, reminded him of the correct monitoring location and that the doors/windows must be closed while hosting indoor entertainment. Finally, he reminded him that the outdoor speakers must be off by 10pm daily per their POE permit conditions. Cavaña was issued a Notice of Violation for exceeding the indoor sound limit, having the doors open during entertainment, and for the outdoor speakers being on after 10pm. I’d like to note that management responded to the NOV and acknowledged that they will address these issues. Additionally, they are already in touch with the neighbor who contacted our office and we encouraged them to keep open lines of communication.

Sacred Taco – Update

My next item is an update about Sacred Taco located at 1875 Union Street, who was included in our enforcement report from our April 7th hearing. I just wanted to give you an update that since our last hearing, they have paid all 3 citations and had an intake meeting for an LLP permit last Wednesday.

Los Yaquis – Update

My final item is a quick update about Los Yaquis located at 324 South Van Ness Ave., who holds a POE with our office. As a reminder, commissioners inquired about a lack of compliance during our last hearing. EC staff has since had a productive conversation with management detailing the necessary actions for permit compliance.
