A new law adopted by the San Francisco Board of Supervisors will expand tenant protections when residential units are demolished or substantially renovated. The legislation amends both the Planning Code and the Rent Ordinance and will take effect on February 9, 2026.
Starting October 6, 2025, tenants’ rights organizations will also be able to file civil lawsuits to enforce the prohibition against Algorithmic Devices.
Beginning April 1, 2025, landlords are required to provide photographic evidence before or at the beginning of the tenancy, and if the landlord withholds part of a tenant’s security deposit for repairs or cleaning.
Ordinance No. 248-24 changes the new construction date in the Rent Ordinance, but only if Costa-Hawkins is repealed or amended to allow the City to do so.
