Seat numbers listed as “VACANT” are open for immediate appointment. However, you are able to submit applications for all seats and your application will be maintained for one year, in the event that an unexpected vacancy or opening occurs.

Applicants who meet minimum qualifications will be contacted by the Rules Committee Clerk once the Rules Committee Chair determines the date of the hearing. Members of the Rules Committee will consider the appointment(s) at the meeting and applicant(s) may be asked to state their qualifications. The appointment of the individual(s) who is recommended by the Rules Committee will be forwarded to the Board of Supervisors for final approval.
Description:
The Free City College Oversight Committee (“Committee”) was established to provide advice to the Board of Supervisors, the Mayor, the Department of Children, Youth and Their Families, all other relevant City departments, and City College regarding the implementation of the Memorandum of Understanding (“MOU”) between the City and City College, which was authorized by Resolution No. 335-19. The Committee’s advice may include recommendations regarding the use of funds disbursed, proposed changes in uses of the funds, and potential expansions of the Free City College Program. When providing advice and recommendations, the Committee shall consider the audit reports provided by the Controller, pursuant to Administrative Code, Section 10.100-288, as well as reports that the Chancellor of City College has provided to the Committee under the MOU.
The Department of Children, Youth and Their Families shall provide clerical and administrative support and staffing to the Committee.
The Committee shall consist of 15 voting members, as follows, that serve for indefinite terms:
- Seat 1 shall be held by the Mayor or their designee;
- Seat 2 shall be held by the President of the City College Board of Trustees or their designee;
- Seat 3 shall be held by a student at City College, appointed by the Mayor;
- Seat 4 shall be held by a student at City College, appointed by the Board of Supervisors;
- Seat 5 shall be held by a student at City College, appointed by the City College Associated Students;
- Seat 6 shall be held by a Member of the Board of Supervisors, appointed by the Board of Supervisors, or that Member’s designee;
- Seat 7 shall be held by an employee or officer of the San Francisco Unified School District, appointed by the Board of Education of the San Francisco Unified School District;
- Seat 8 shall be held by the Controller or their designee;
- Seat 9 shall be held by an employee of the Department of Children, Youth and Their Families, appointed by the Director of the Department;
- Seat 10 shall be held by a City College employee who is involved in the administration of the Free City College Program, appointed by the City College Board of Trustees;
- Seat 11 shall be held by a City College faculty member, appointed by the City College Academic Senate; > Seat 12 shall be held by a classified staff member of City College, appointed by the labor organization that represents the largest number of classified City College employees;
- Seat 13 shall be held by a member of the public, appointed by the Mayor;
- Seat 14 shall be held by a member of the public, appointed by the Board of Supervisors; and
- Seat 15 shall be held by the student trustee member of the City College Board of Trustees.
The members in seats 1 and 2 shall be the co-chairs of the Committee. If the City College Board of Trustees, City College Associated Students, City College Academic Senate, the labor organization that represents the largest number of classified City College employees, or the Board of Education of the San Francisco Unified School District declines to appoint a member to a seat for which it has appointing authority and leaves that seat vacant for more than 90 days, the Board of Supervisors may appoint a member of the public to fill the seat until the appointing authority appoints a person to the seat.
