Sheriff's Department Oversight Board 2025 Q2 Report

Introduction

Charter Section 4.137 (b) (5) mandates that the Sheriff’s Department Oversight Board (SDOB) “Prepare and submit a quarterly report to the Sheriff and the Board of Supervisors regarding the SDOB evaluations and outreach, and OSIG (Office of Sheriff’s Inspector General) reports submitted to the SDOB.”

Charter Section 4.137 also mandates that the SDOB:

(2) Evaluate the work of the OSIG and may review the Sheriff’s Inspector General’s (SIG) individual work performance.

(3) Compile, evaluate, and recommend law enforcement custodial and patrol best practices.

(4) Conduct community outreach and receive community input regarding SFSD operations and jail conditions, by holding public meetings and soliciting input from persons incarcerated in the City and County.

Evaluations of the OSIG during 2025 Q2:

Due to the resignation of our first inspector general in Q1, the Board did not conduct any assessments of the OSIG in the second quarter. The Board is currently engaged in the process of recruiting a new inspector general.

SDOB community outreach:

The Board did not engage in any community outreach during Q2. However, several board members made visits to San Francisco City County Jail #1 and City County Jail #2. They are scheduled to present a report at our meeting in July.

OSIG reports submitted to SDOB 2025 Q2:

The Department of Police Accountability presented a report in May regarding investigations into complaints against the Sheriff’s department for the first quarter. We expect to receive the report for the second quarter by August.

Summary of monthly commission board meetings:

April

Our April meeting was cancelled due to lack of quorum.

May

Shakirah Simley, Director at the Booker T. Washington Community Service Center, presented on Food in the Carceral System. Board members raised questions and had a robust discussion on this subject.

Marshall Khine, Chief Attorney at the Department of Police Accountability, presented DPA’s SFSO findings and recommendations and the First Quarter Statistics on investigations into complaints against Sheriff’s deputies.

The Board reviewed and approved the 2025 Q1 report due to the Sheriff and the Board of Supervisors.

June

Dr. Lisa Pratt, Director of Jail Health Services, provided a detailed and informative overview of the healthcare provided to incarcerated individuals in the San Francisco jails. Board members posed questions and engaged in a lively discussion on the topic.

Due to the loss of quorum, the meeting was adjourned after Dr. Pratt’s presentation.
