The Sheriff’s Oversight Board of the City and County of San Francisco met in regular session on Friday, September 5, 2025, with President Julie D. Soo presiding.

President Soo called the meeting to order at 2:07 p.m.

ROLL CALL AND PLEDGE OF ALLEGIANCE

On the call of the roll. Board Members Afuhaamango, Allen, Carrión (appearing remotely), Ortiz, Palmer, and Soo, were noted present.

A quorum of the Board was present.

Dan Leung, Board Secretary presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula.

President Soo led the Board Members and the audience in the pledge of allegiance to the flag of the United States of America.

ANNOUNCEMENTS

Board Secretary Leung further thanked SFGovTV for recording and televising the meeting on Cable Channel 26, and welcomed members of the public to attend board meetings and provide public comment in-person, by email at sdob@sfgov.org, or by US Postal mail addressed to the Office of the Inspector General, 1 South Van Ness Ave, 8th Floor, San Francisco, CA 94103; and noted that in person comment was limited to 2 minutes with General Public Comment taken at the end of the meeting.

IN MEMORIAM

President Soo initiated the discussion on recognizing and commemorating SFPD Recruit Officer Jon-Marques Psalms whose end of watch was August 20, 2025.

APPROVAL OF MEETING MINUTES

There were no discussion or requests for corrections from any Board Members on the August 1, 2025, Regular Board Meeting Minutes.

PUBLIC COMMENT:

Member Afuhaamango, seconded by Member Ortiz, moved to approve the August 1, 2025 Regular Board Meeting Minutes, as presented. The motion carried the following vote:

Ayes: Afuhaamango, Allen, Carrion, Ortiz, Palmer, and Soo

Nays None

APPROVED.

PRESENTATION BY ADAM CAIN

President Soo introduced Adam Cain, Program Director at Initiate Justice, who appeared remotely and gave an overview of the organization and its work.

Questions and comments by Members Palmer, Ortiz, Afuhaamango, Soo, and Carrion.

PUBLIC COMMENT:

There were no public comments.

The next presenter was unavailable when their agenda item was called, so the Board proceeded to the following agenda item.

ELECTION OF OFFICERS

Member Carrion seconded by Member Ortiz nominated Member Palmer for President of the board. Member Palmer accepted the nomination. No other members were nominated.

PUBLIC COMMENT:

There were no public comments.

The nomination carried the following votes:

AYES: Afuhaamango, Carrion, Ortiz, Palmer, Soo

NAY: Allen

Member Palmer has been elected as President of SDOB for the next year.

Member Carrion seconded by Member Soo nominated Member Afuhaamango for Vice President of the board. Member Afuhaamango accepted the nomination. No other members were nominated.

The nomination carried the following votes:

AYES: Afuhaamango, Allen, Carrion, Ortiz, Palmer, Soo

NAYS: None

Member Afuhaamango has been elected as Vice President of SDOB for the next year.

COMMUNITY EVENTS

President Soo initiated discussion on community events in the City which the Sheriff’s Office invited the board to.

Discussion then segued to the Commission Streamlining Task Force with comments from Member Soo and Member Ortiz. Member Carrion announced her resignation from SDOB. Member Afuhaamango thanked both President Soo and Member Carrion for their work for the SDOB.

FUTURE AGENDA ITEMS

President Soo initiated discussion on future agenda items.

Suggested future agenda items might include presentation from DHR; Hilary Kunins on the mental health initiative; the Mayor’s public safety office.

Member Soo also spoke about the recent NACOLE conference held in San Francisco.

PRESENTATION BY TRACI WATSON-AKBAR (RECALLED)

President Soo introduced Traci Watson-Akbar, Director of Sister’s Circle who shared insights about the organization and its efforts to support individuals before and after incarceration. Ms. Watson-Akbar introduced case manager Sandra Simms who shared about the classes Sister’s Circle offer, and Melanie Muasau- Asher who is a facilitator and court advocate, shared about the Zoom meetings they offer.

ADJOURNMENT

There being no further business and no objection from any Member, the Board adjourned at the hour of 3:46 p.m.
