Option 2: Citywide technology and Enterprise Agreements

Overview

Both OCA and the City's Department of Technology (DT) establish citywide agreements for the purchase of specific technologies. Unlike the Technology Marketplace agreements which can be used for a wide range of goods and services, these citywide technology and enterprise agreements are more specific to a specific technology or manufacturer. Each agreement (or pool of agreements) comes with its own specific requirements around how the agreement can be used by City departments. Please ensure you follow these requirements when using these agreements to make purchases.

  • Books, Periodicals and Licensed Content (for online content agreements)
  • Printing Equipment & Supplies (for copiers and mailroom equipment)
  • Technology (for all other technology agreements)
• To find DT's, citywide contracts, go to DT enterprise agreements.

With limited exceptions for DT, All purchases made through these agreements must go through OCA as a requisition submitted in PeopleSoft.  For additional information, review the Special Instructions accompanying each contract.

Update: New OCA Term Contracts Expand Technology Procurement Options

We have updated our Term Contracts offerings as of July 1st, 2025. We have a new contract to purchase personal computers and common user hardware made by Dell, HP, Microsoft, and Lenovo. And we have added IT hardware peripherals such as mice or keyboards to our Office Supplies Term Contracts.

New Contracts for Personal Computers, Consumer Hardware, Accessories, Peripherals, and Standard Support: OCA has established 4 new contracts for the procurement of Computer Hardware, Hardware Peripherals & Accessories, and Standard Support/Maintenance Manufactured by Dell, Microsoft, HP, and Lenovo. The contracts are available for Citywide use, and Departments are authorized to issue direct PO releases off these contracts without OCA review, as long as OCA’s detailed guidance is adhered to: TC94250 Guidance Memo. Relevant product and purchase requirements still apply to these contracts, such as LogicGate submissions. Please ensure you follow these requirements when using these Agreements to make purchases.

These new set of contracts are intended to be the primary contracting vehicle through which the City purchases the covered Commodities, so Departments should attempt to utilize these contracts before exploring other avenues, such as the Technology Marketplace, Office Supplies contracts, etc.

Updated Office Supplies Contracts Allowing Purchase of Peripheral IT Hardware: OCA has two catalog contracts for office supplies with Staples and Office Depot and as of July 1st, 2025, OCA will allow City departments to purchase of “IT User Hardware” under these contracts. This policy change allows the purchase of products that follow DT’s definition for User Hardware as one of the LogicGate exemptions.

Examples of eligible purchases: monitors, keyboards, mice, desktop printers, connection cables, adapters, ink cartridges, toner, etc.

Please Note: The following categories remain excluded from procurement under this contract and are prohibited for purchase: laptops, desktops, webcams, commercial-sized copier, commercial-sized printers, imaging equipment, servers
