At the January 28, 2026 Commission on the Status of Women meeting, the Commission voted unanimously to approve the following resolution honoring those killed by ICE agents, acknowledging the harm to communities and reaffirming their support for San Francisco's sanctuary city status and values.RESOLUTION DEFENDING SANCTUARY VALUES AND HONORING THE LIFE OF RENEE NICOLE GOOD AND ALL LIVES LOST IN CONNECTION TO IMMIGRATION ENFORCEMENT.
WHEREAS, the Commission on the Status of Women (COSW) was established by Charter to reduce the particular impacts of certain problems on women and girls, and the COSW achieves this objective by taking action to advance the status of women and girls, eliminate discrimination, and promote equity, safety, and opportunity across all systems impacting women, girls, and non-binary communities; and

WHEREAS, COSW conducts research, issues findings and recommendations, advises the Mayor and Board of Supervisors, and advocates for policies and practices that promote gender equity, protect human rights, and address systemic barriers affecting women, girls, and non-binary communities, particularly those facing intersecting forms of marginalization; and
WHEREAS, COSW seeks to elevate the voices and lived experiences of women and nonbinary people who are impacted by violence, discrimination, poverty, immigration enforcement, and inequitable access to public systems, and advancing solutions rooted in dignity, safety, and justice; and
WHEREAS, San Francisco has long upheld its identity as a sanctuary city grounded in values of inclusion, public safety, family unity, and respect for human rights, recognizing that trust between immigrant communities and local institutions is essential to community well-being; and
WHEREAS, sanctuary policies are designed to ensure that all residents—regardless of immigration status—can access essential services, report harm, seek protection, and participate fully in civic life without fear, particularly women, survivors of violence, and non-binary communities; and
WHEREAS, women, girls, and non-binary communities who are immigrants or members of mixed-status families face heightened risks of violence, exploitation, and isolation when sanctuary values are undermined, increasing barriers to safety, support, and justice; and
WHEREAS, Renee Nicole Good and all lives lost in connection to immigration enforcement are remembered as a woman whose life and legacy underscore the urgent need for systems that center safety, dignity, care, and accountability for women, particularly those navigating vulnerability or systemic inequities; and
WHEREAS, the Commission also acknowledges and honors the lives of other individuals who have been lost in the context of immigration enforcement, recognizing the profound and lasting harm such losses impose on families, communities, and especially on women and caregivers left to grieve, survive, and carry forward amid fear and uncertainty; and
WHEREAS honoring Renee Nicole Good and all lives lost in connection to immigration enforcement affirms COSW’s commitment to recognizing the full humanity of those impacted and to challenging systems that fail to protect dignity, safety, and life; and
WHEREAS, defending sanctuary values and honoring the lives of those lost to violence or systemic failure are integral to COSW’s Charter-mandated role to promote equity, prevent harm, and advocate for systemic accountability; now, therefore, be it
FURTHER RESOLVED, The Commission on the Status of Women reaffirms its Charter mandate to reduce particular impacts of harms on women and girls by advancing equity, eliminating discrimination, and protecting the dignity, safety, and well-being of women, girls, and non-binary communities throughout San Francisco; and be it
FURTHER RESOLVED, COSW affirms San Francisco’s sanctuary city values as essential to community safety, public health, and trust in public institutions; and be it
FURTHER RESOLVED, COSW recognizes that the erosion of sanctuary protections disproportionately harms women, survivors of violence, immigrants, and non-binary communities; and be it
FURTHER RESOLVED, COSW honors the life and legacy of Renee Nicole Good and recognizes the lives of others lost in the context of immigration enforcement, affirming that their lives matter and that their loss compels continued action to prevent harm and uphold human dignity; and be it
FURTHER RESOLVED, COSW commits to continued collaboration with City agencies and community partners, including working in coordination with the City Administrator and the Office of Civic Engagement and Immigrant Affairs, to advance sanctuary values, equity, and community safety; and be it
FINALLY RESOLVED, The Commission directs the Executive Director of the Department on the Status of Women to work in coordination with the City Administrator and the Office of Civic Engagement and Immigrant Affairs and to transmit this resolution to the Mayor and the Board of Supervisors.
