Mayor Lurie Announces Appointments to SFMTA Board, Citizens' Advisory Council

Appointees Will Work With Mayor Lurie to Deliver Accountable Leadership to SFMTA, Support San Francisco’s Recovery With Stronger Transportation System

SAN FRANCISCO – Mayor Daniel Lurie today announced appointments to the San Francisco Municipal Transportation Authority (SFMTA) Board of Directors and Citizens’ Advisory Council. The mayor has nominated current commissioners Stephanie Cajina and Dominica Henderson to the SFMTA Board of Directors. He also appointed Steven Huang and Francis Molettieri to the SFMTA Citizens’ Advisory Council.  

Mayor Lurie recently celebrated record-high customer satisfaction in SFMTA, with 78% of riders rating Muni service as excellent or good, and additional improvements across reliability, trip time, cleanliness, and safety. Overall ridership is nearing pre-pandemic levels, and the recently launched tap to pay system is improving efficiency and accessibility. The reappointments and appointments build upon Mayor Lurie’s efforts to expand access to high-quality public transportation, which is a critical component of San Francisco’s recovery.

“Our city is moving in the right direction, and our economy is coming back. But continued progress relies on a stable transit system,” said Mayor Lurie. “We’re already working together to deliver greater accountability and efficiency for Muni, and I look forward to working with these appointees to strengthen our public transportation systems and accelerate San Francisco’s comeback.”

Stephanie Cajina is a San Francisco–born and raised economic development leader with over 15 years of experience advancing urban planning, community development, transportation equity, and small business growth. An independent consultant, she advises on economic development, nonprofit management, and community-driven public-private partnerships across the Bay Area. She previously served as Executive Director of the Excelsior Action Group, leading neighborhood revitalization and championing minority-owned small businesses. Cajina currently serves as Vice Chair of the SFMTA Board of Directors—the first Latina appointed to the Board—where she brings a strong commitment to fiscal oversight, transparency, and community-centered transportation policy. She holds a degree in Urban and Regional Planning from Cornell University.

Dominica Henderson currently serves as chief social impact officer at the Oakland Housing Authority with more than 20 years of experience leading public-sector organizations and advancing stronger housing policy. Henderson has held key leadership roles with the San Francisco Housing Authority and the San Francisco Board of Supervisors, including program manager for HOPE SF, a multibillion-dollar initiative to redevelop distressed public housing communities. She holds an MBA in Public Policy and Urban Planning from Harvard Kennedy School and brings deep expertise in local housing systems reform and legislative strategy.  

Steven Huang is a San Francisco-based real estate professional with more than two decades of experience in urban development, land use planning, and community engagement. As co-owner of Ascend Real Estate, he leads a top-performing Bay Area brokerage team. He currently serves as president of the San Francisco Association of Realtors and as a board member of the California Association of Realtors, where he advocates on housing, affordability, and neighborhood vitality. Huang holds an MBA from U.C. Berkeley Haas School of Business and has a planning background.  

Francis Molettieri has nearly four decades of senior leadership experience across health care markets, government relations, and complex regulatory environments. Most recently, Molettieri held a national leadership role at Genentech, where he drove national strategic initiatives across Medicare, Medicaid, federal agencies, and employers while delivering measurable outcomes. Molettieri combines deep health care market expertise and a longstanding commitment to public service.
