MOHCD Plans and Reports

The Mayor's Office of Housing and Community Development (MOHCD) develops strategic plans and submits regular reports on its efforts to create and preserve affordable housing and support communities in San Francisco.

Five-Year Consolidated Plans

The Five-Year Consolidated Plan is a HUD-required five-year strategic plan that identifies community development and affordable housing needs and outlines strategies that will guide the use of four federal funding sources: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons With AIDS (HOPWA).

Action Plans

Annual Action Plans outline community development and affordable housing strategies and projects that will be supported during a specific fiscal year to meet the goals outlined in the Five-Year Consolidated Plan.

Analysis of Impediments to Fair Housing Choice

The Analysis of Impediments to Fair Housing Choice (AI) is a HUD-mandated report that conducts an in-depth review of barriers to housing in San Francisco and identifies goals and strategies to overcome these barriers.

Racial Equity Plan

In accordance with a citywide directive from the San Francisco Office of Racial Equity, MOHCD has developed a multi-phase Racial Equity Action Plan and continues to submit progress reports and inventories to track its progress towards these goals.

Consolidated Annual Performance and Evaluation Reports (CAPER)

Consolidated Annual Performance and Evaluation Reports (CAPER) detail how MOHCD uses federal funds to serve the community. This annual report is required by HUD and reports on activities that were described in the annual Action Plan.

Affordable Housing General Obligation Bond Reports

Affordable Housing General Obligation Bond Reports track the progress and expenditures of voter-approved General Obligation Bonds dedicated to affordable housing. Managed by MOHCD, they provide public accountability by detailing which projects are being funded, the number of housing units produced, and the remaining bond balances.

Reports of Former Redevelopment Agency Assets

Following the statewide dissolution of redevelopment agencies in 2012, MOHCD became the successor agency responsible for managing the former San Francisco Redevelopment Agency's remaining projects and housing assets. This section contains the legally required reports on those assets and their progress.

Housing Successor Reports

Each year, MOHCD publishes a report detailing the financial assets and housing activities of the Low and Moderate Income Housing Asset Fund (LMIHAF), which is managed by MOHCD as the housing successor.

Affordable Housing Database (AB 987)

Assembly Bill 987 (2008) requires the City to maintain a public database of all affordable rental and ownership units created by the former Redevelopment Agency. These lists contain information on the location and affordability restrictions of these properties.

MOHCD regularly submits the following reports in compliance with legislation passed by the Board of Supervisors.
