Overview

This is the standard monthly public meeting held in person by the Sheriff's Department Oversight Board. Members of the Oversight Board will be present at this meeting in person. Members of the public are welcome to attend and observe the proceedings in person. With the exception of individuals with disabilities who require reasonable accommodations, only those members of the public who are physically present at the meeting will be permitted to offer public comments.

Introduction of Board Officers

Outgoing President Soo will reflect on her two years of leadership, sharing key accomplishments and insights from her tenure, before ceremonially passing the torch to incoming President Palmer.

President Palmer and Vice President Afuhaamango will introduce themselves and share their vision, outlining key priorities and goals they aim to achieve as officers over the coming year.

Approval of Minutes

Consideration and possible approval of the September 5, 2025, Board Meeting Minutes.

Presentation by the Department of Human Resources

Ben Richey from the Department of Human Resources will provide an update regarding the Request for Proposals (RFP) aimed at hiring a recruitment firm for the position of Inspector General.

Presentation by Anthony Walker

Anthony Walker, author of B is for Black Wealth and creator of A Guide to (Inter)Generational Wealth, will present his program and explore the potential for implementing a jail-based initiative designed to help residents learn about finances, adopt positive behaviors that benefit both their families and society.

Presentation by the Sheriff's Office

Hanley Chan, the first Buddhist Chaplain for the San Francisco Sheriff’s Office, will provide an introduction and share insights about his role.
Rani Singh, Chief Counsel for the San Francisco Sheriff’s Office, will give a presentation on the Sheriff’s legal matters and discuss the Military Equipment Use Policy (MEUP).

Sheriff's Department Oversight Board 2025 Q3 Report

Discussion and potential action concerning the 2025 Q3 Report, which is scheduled for submission to the Sheriff and the San Francisco Board of Supervisors as mandated by San Francisco Charter 4.137 (b)(5).

Future Agenda Items

Members will engage in a discussion regarding possible agenda topics for upcoming meetings.

Members of the public are invited to speak to the Board regarding matters that were not included in this afternoon's agenda, provided that these topics fall within the Board's subject matter jurisdiction. Speakers are requested to direct their comments to the Board collectively, rather than to individual Board Members, Department staff, or SFSO personnel.

Language Access

Sheriff's Department Oversight Board hearings are held in Room 400 at City Hall, 1 Dr. Carlton B. Goodlett Place in San Francisco. City Hall is accessible to persons using wheelchairs and other assistive mobility devices. Ramps are available at the Grove, Van Ness and McAllister entrances.
