Overview
Members of the Homelessness Oversight Commission will attend this meeting in-person. Members of the public are invited to observe the meeting in-person or remotely online as described below. Members of the public attending the meeting in person will have an opportunity to provide public comment on every action or discussion item. In addition to in-person public comment, the Commission will hear up to 10 minutes of remote public comment on each action/discussion items, and during general public comment. The Commission will hear remote public comment on items in the order that commenters add themselves to the queue to comment on the item. Because of the 10-minute time limit, it is possible that not every person in the queue will have an opportunity to provide remote public comment. Remote public comment from people who have received an accommodation due to disability (as described below) will not count toward the 10-minute limit. Members of the public are encouraged to provide public comment via email. Send an email to bridget.badasow@sfgov.org by 5pm the day before the meeting to ensure your comment is received by the Commission in advance of the meeting.

Action Item: Consent Calendar
- Requesting review and approval to extend the existing grant agreement with Larkin Street Youth Services for the Lark Inn TAY Shelter, for the period of July 1, 2020 to June 30, 2029, in the amount of $14,926,904 which includes a 15% contingency.
- Requesting to amend the existing agreement contract agreement with Bayview Hunters Point Foundation for Community Improvement (Bayview Hunters Point Foundation) for Bayview Navigation Center for the period of July 1, 2025 to June 30, 2029, in an additional amount of $14,947,890 plus a 15% contingency for a revised amount of $25,737,447.
- Requesting to amend the existing contract agreement with Abode Services for Fiscal Agent - Prevention, for the period of April 1, 2024 to June 30, 2029 in an additional amount of $16,099,350, plus a 15% contingency for a revised amount of $29,062,174.
- Requesting review and approval to amend the existing grant agreement with Conard House Inc. for the provision of Support Services, Property Management, and Master Lease Stewardship at the Allen, Aranda and McAllister Hotels for the period of July 1, 2025 to June 30, 2029, in the additional amount of $19,527,429, plus a 20% contingency for a revised amount of $32,803,756.

ITEM 12A through 12C ARE ACTION ITEMS THAT REQUIRES A SEPARATE VOTE BY THE COMMISSION
A. Requesting review and approval to enter into a new grant agreement with Five Keys Schools and Programs for 42 Otis Site Rehabilitation for the period of November 1, 2026 – October 31, 2028 in the amount of $1,747,570 , which includes a 25% contingency on the overall budget. HSH Permanent Supportive Housing Project Manager Lakessa Scott will present this item.
B. Requesting review and approval to enter into a new grant agreement with Swords to Plowshares for 1035 Van Ness Support Services, for the period of November 1, 2026, to June 30, 2029, in the amount of $1,552,268, which includes a 20% contingency. HSH Supportive Housing Programs Manager Kristina Leonoudakis will present this item.
C. Requesting review and approval to enter into a new grant agreement with San Francisco Network Ministries Housing Corporation for Family Rapid Re-housing, for the period of November 1, 2026, to June 30, 2030, in the amount of $ 4,800,382, which includes a 20% contingency. HSH Scattered Site Housing Manager Cricket Miller will present this item.

The San Francisco Homelessness Oversight Commission acknowledges that we are on the unceded ancestral homeland of the Ramaytush Ohlone who are the original inhabitants of the San Francisco Peninsula. As the indigenous stewards of this land and in accordance with their traditions, the Ramaytush Ohlone have never ceded, lost, nor forgotten their responsibilities as the as the caretakers of this place, as well as for all peoples who reside in their traditional territory. As guests, we recognize that we benefit from living and working on their traditional homeland. We wish to pay our respects by acknowledging the Ancestors, Elders, and Relatives of the Ramaytush Ohlone community and by affirming their sovereign rights as First Peoples.
