
The Sheriff’s Oversight Board of the City and County of San Francisco met in regular session on Friday, August 1, 2025, with President Julie D. Soo presiding.
President Soo called the meeting to order at 2:24 p.m.
ROLL CALL AND PLEDGE OF ALLEGIANCE
On the call of the roll. Board Members Afuhaamango, Allen, Ortiz, and Soo, were noted present.
A quorum of the Board was present.
Member Afuhaamango, seconded by Member Allen, moved to excuse Members Carrión and Palmer. Having no objections, the motion passed unanimously.
Dan Leung, Board Secretary presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula.
President Soo led the Board Members and the audience in the pledge of allegiance to the flag of the United States of America.
ANNOUNCEMENTS
Board Secretary Leung further thanked SFGovTV for recording and televising the meeting on Cable Channel 26, and welcomed members of the public to attend board meetings and provide public comment in-person, by email at sdob@sfgov.org, or by US Postal mail addressed to the Office of the Inspector General, 1 South Van Ness Ave, 8th Floor, San Francisco, CA 94103; and noted that in person comment was limited to 2 minutes with General Public Comment taken at the end of the meeting.
APPROVAL OF MEETING MINUTES
There were no discussion or requests for corrections from any Board Members on the July 11, 2025, Regular Board Meeting Minutes.

Member Afuhaamango, seconded by Member Ortiz, moved to approve the July 11, 2025 Regular Board Meeting Minutes, as presented. The motion carried the following vote:

APPROVED.
IN MEMORIAM
President Soo led the Board in acknowledging and honoring Detectives Joshua Kelley-Eklund, Victor Lemus, and William Osborn from the Los Angeles County Sheriff’s Department, along with Parole Agent Joshua Lemont Byrd from the California Department of Corrections and Rehabilitation in Oakland and recognized the victims in the Manhattan, NY shooting.

PRESENTATION BY EDDY ZHENG
Eddy Zheng, founder of the New Breath Foundation, gave a presentation titled "What's CHI got to do with it?" He spoke on the importance of investing in CHI as a culturally responsive approach to trauma. Mr. Zheng also spoke of his incarceration and subsequent fight against deportation after being released.

SHERIFF’S DEPARTMENT OVERSIGHT BOARD 2025 Q2 REPORT
President Soo initiated discussion on the Sheriff’s Department Oversight Board’s 2025 Q2 Report which is due to the Sheriff ad San Francisco Board of Supervisors per Charter 4.137(b)(5).
PUBLIC COMMENT:
There was no public comment.
Member Afuhaamango, seconded by Member Ortiz, moved to approve the SDOB 2025 Q2 Report, as presented. The motion carried the following vote:

COMMUNITY EVENTS
President Soo led the discussion on community events organized by the Sheriff’s Office which Board Members are invited to attend.

President Soo initiated discussion on future agenda items which may include: SDOB officer elections; DHR on IG recruitment; group from LA; Sister Circle.

President Soo concluded the meeting by acknowledging Rani Singh, Chief Counsel for SFSO, and extending best wishes to DCA Christina Fletes as she embarks on her family leave.
Having completed the agenda and no further business to discuss, the meeting was adjourned at 3:45 p.m.
