Description:

The Disaster Council consists of at least seven (7) members, three of whom are members of the Board of Supervisors and appointed by the Board of Supervisors President. The other members are comprised of the following: the Mayor, who shall be the chair; the vice-chair, who shall be appointed by the Mayor, and who, in the absence of or at the direction of the Mayor, shall act on his or her behalf on matters within the purview of this Chapter; such officers in charge of emergency services as are provided for in the current emergency plan of this City and County; such other representatives of civic, business, labor, veterans, professional, or other organizations having an official emergency responsibility, as may be appointed by the Mayor; the Controller; the Director of Emergency Services who shall be the Executive Secretary.

The purposes of this Council are to provide for the preparation and carrying out of plans for the protection of persons and property within this City and County in the event of an emergency; the direction of emergency services; and the coordination of the emergency functions of this City and County with all other public agencies, corporations, organizations, and affected private persons. The Board of Supervisors by resolution must approve and agree to abide by the California Disaster and Civil Defense Master Mutual-Aid Agreement (Resolution 11053).

Report:

The powers and duties are to develop a plan for meeting any emergency, such plan to provide for the effective mobilization of all the resources of the community, both public and private; and to prepare and recommend for consideration and adoption by the Board of Supervisors such ordinances and resolutions and rules and regulations as are necessary to implement the emergency plan; to develop and recommend for consideration and adoption by the Board of Supervisors mutual-aid plans and agreements and such ordinances and resolutions and rules and regulations are necessary to implement such plans and agreements; and to meet upon the call of the chair as outlined in Administrative Code Section 7.4.
