Description:

The City and County of San Francisco is entitled to appoint three members to the Bay Area Air Quality Management District, Board of Directors, two of whom are appointed by the Board of Supervisors, and may either be a member of the Board of Supervisors or a person on the list submitted to the Board of Supervisors by the City Selection Committee, and a third member is appointed by the Mayor. The members are appointed on the basis of the population of that portion of the county, as determined by the latest estimate of the Revenue and Taxation Code, included within the district. A county with a population of 1,000,000 or less, but more than 750,000 shall appoint three members of the Bay District Board.

Term of Office: Each member appointed by the Board of Supervisors shall hold office for a term of four years and until the appointment and qualifications of his successor. No Supervisor shall be a member for more than three months after ceasing to hold the office of supervisor, when his or her membership shall be considered vacant.

The Mayor or their designee shall hold office for a term of two years.

The Board meets on the first and third Wednesday of each month at 9:30 am at 375 Beale Street in San Francisco. (A third member from San Francisco was appointed when the population of the City and County of San Francisco exceeded 750,000 but did not surpass 1,000,000-the census estimate by the Department of Finance Population research Unit for 2001 is a population of 785,000; for 2002, 793,600.)

The Bay District Board may establish, within the bay district, zones wherein special regulations are warranted as specified in Section 40230 of the Health and Safety Code. Except as provided in Section 41705, the Bay District Board shall establish standards for the emission of identifiable odor-causing substances as provided in Section 40232. Notwithstanding any other provision of law, the Bay District shall adopt, implement, and enforce transportation control measures for the attainment of state and federal ambient air quality standards in accordance with the procedures set forth in the Health and Safety Section 40233.

Compensation:

Members of the Board of Directors shall be entitled to compensation of one hundred dollars ($100) per meeting for attendance at meetings, up to a maximum of two hundred dollars ($200) per day; plus, compensation for active transportation travel. No Board member may receive compensation of more than six thousand dollars ($6,000) in any given calendar year for meeting attendance.

Report:

The Metropolitan Transportation Commission in cooperation with the Bay District, ABAG, local entities, and employers developed and adopted a plan in 1990 to control emissions from transportation sources which will achieve the emission reductions established pursuant to Section 40233 of the Health and Safety Code and shall revise the plan accordingly.
