Theresa M. Lee

Theresa was born and raised in San Francisco and attended the city’s public schools. She graduated from UC Berkeley and received her postgraduate degree from the University of Chicago.
She is an experienced public sector executive with nearly 30 years of leadership experience. She retired from the City as Deputy Airport Director of Administration and Technology at SFO where she worked for over 18 years. She was responsible for:
- Information Technology and Telecommunications,
- Human Resources and Employee Performance Development,
- Equity and Inclusion programs,
- Community Partnerships and Employment Development,
- Internship Programs (At-risk youths, High School and College)
- Labor Quality Standards Programs,
- Safety, Wellness and Health,
- Contract Administration,
- Reprographics, and
- SFO Medical Clinic
She established programs to strengthen and improve administrative operations and also developed innovative recruitment and outreach initiatives to diversify the airport workforce. She managed the first Airport Project Stabilization/Labor Agreement for the Master Plan. She also oversaw the creation and implementation of new revenue and cost recovery programs for technology and reprographic services to meet airlines and tenants’ needs. She is most proud of her team’s roles in the building of SFO’s International Terminal, Terminal 2, Terminal 3 East and design of the new FAA Control Tower.
Prior to SFO, she served as Deputy Budget Director and Special Assistant to Mayor Frank M. Jordan. She represented the mayor on a variety of policy issues including ADA, Workers Compensation reform, economic development, and public health. She also has held roles with California state agencies focused on mental health, infant and early childhood development, and prevention of developmental disabilities initiatives. Her business experience included managing her family’s 450-seat capacity restaurant in San Francisco Chinatown and managing an Import/Export company focused on traditional Chinese medicinal health and wellness products.
Theresa has a long record of civic and non-profit leadership, including board service with the Pacific Asian American Women Bay Area Coalition (PAAWBAC) and the Mayor’s SF-Taipei Sister City Committee. Theresa resides in District 4 with her husband and daughter.
