Office of Economic and Workforce Development

The Office of Economic and Workforce Development (OEWD) is issuing Request for Proposals (RFP) 236 to identify qualified organizations and businesses to provide programs and services that advance economic vitality, strengthen neighborhood commercial corridors, support small businesses, activate public spaces, promote arts and cultural initiatives, and expand economic opportunities for San Francisco residents, businesses, and visitors.

Through this solicitation, OEWD seeks proposals across multiple Program Areas administered through the Business Development Division, Community Economic Development Division, and Office of Small Business. Programs awarded through this solicitation may be administered as grant agreements and/or professional services contracts, depending on the specific Program Area.

Business Development

  • Area A: SF LIVE Arts and Culture Marketing Campaign
  • Area B: SF Music Week and Related Music Industry Programming
  • Area C: Skills-Based Volunteer Matching

Community Economic Development

  • Area D: Access to Loan Capital Small Business Technical Assistance
  • Area E: American Indian Cultural Corridor Economic Vitality – 16th & Mission
  • Area F: Bayview Third Street Cultural Economy Entrepreneur Fellows Program
  • Area G: Castro Cares
  • Area H: Commercial Corridor Customer Attraction Activations
  • Area I: Jane Warner Plaza
  • Area J: Neighborhood Commercial Corridor Economic Vitality
  • Area K: ScaleUp SF – Financial Coaching and Loan Assistance for Small Businesses
  • Area L: ScaleUp SF – Legal and Leasing Assistance for Small Businesses
  • Area M: Western Addition Commercial Kitchen Program
  • Area N: Small Business Grant Payment Support

Office of Small Business (OSB)

  • Area O: Manufacture of Legacy Business Brushed-Aluminum Plaques

The total amount of funding anticipated for initial awards under this solicitation is approximately $14,730,000 across all Program Areas. Individual award amounts vary by Program Area and are detailed in the RFP document.

Initial agreements are anticipated to begin July 1, 2026, or later, unless otherwise specified within a Program Area. Agreements may be awarded as grants or professional services contracts and may include renewal options, subject to performance, funding availability, and OEWD approval.

  • Technical Assistance Conference (attendance optional): Wednesday, June 10, 2026, 2:00 PM PDT
  • Deadline for submission of written questions*: Thursday, June 11, 2026, by 5:00 PM PDT
  • Answers to written questions* posted online: Friday, June 12, 2026, 5:00 PM PDT
  • Proposals due: Tuesday, June 23, 2026, 12:00 PM PDT
  • Grantee selection and award notification: Tuesday, June 30, 2026
  • Protest period ends: Five (5) business days following award notification
  • Project begins: July 1, 2026, or later

*Written Questions

The deadline to submit substantive questions about this RFP is Thursday, June 11, 2026, by 12:00 PM PDT.

Substantive questions submitted should seek to clarify expectations about the RFP or administrative processes. However, technical questions may be submitted at any time up until the submission deadline.

To ensure full transparency and allow all applicants to benefit from Departmental guidance, questions must be submitted in writing. Responses to all questions received by the deadline will be available for download in the Documents and Resources section below.

Technical Assistance

OEWD hosted an optional online Technical Assistance Conference via Zoom on Wednesday, June 10, 2026, at 2:00 P.M. PDT to assist applicants in determining the eligibility of proposed projects, completing the proposal package, and navigating City requirements.
