  1. Complete homebuyer education and get a mortgage loan pre-approval letter from a MOHCD-approved lender.
  2. Download the loan pre-approval application. To be eligible, you must not exceed 142% of the Area Median Income for 2025.
  3. Gather the required documents into one PDF.
  4. Upload the PDF to our secure system

City Second listings are first-come first-serve in an application period. There are additional requirements when selling a City Second property.
