To apply:

  1. Complete homebuyer education and get a mortgage loan pre-approval letter from a MOHCD-approved lender.
  2. Download the loan pre-approval application. To be eligible, you must not exceed 142% of the Area Median Income for 2025.
  3. Submit the CSLP Interest Form.
  4. Complete the DALP Full application form, gather the required documents into one PDF and upload using the secure link you will be provided with after submitting the CSLP Interest Form.

City Second listings are first-come first-serve in an application period. There are additional requirements when selling a City Second property.
