Mayor Lurie Appoints Community Leaders, Experts to Key Roles

Appointees Will Work With Mayor Lurie to Improve Public Safety, Address Homelessness and Behavioral Health Crisis, Support San Francisco’s Families

SAN FRANCISCO – Mayor Daniel Lurie today announced the appointment of five San Francisco leaders to key city roles. The mayor appointed Scott Dignan and Diane Lozano to the Sheriff's Department Oversight Board and Lucas Liang to the Children, Youth, and their Families Oversight and Advisory Committee. He also nominated Dontaye Ball and Obai A. Rambo to the Homeless Oversight Board. 

“These appointees bring years of experience in public service and leadership in their communities,” said Mayor Lurie. “Their expertise will help us address the homelessness and behavioral health crisis, support San Francisco’s kids and families, and build a safer, stronger San Francisco. I look forward to working with each of them to drive our city’s comeback.” 

Scott Dignan is a law enforcement and intelligence professional with more than 30 years of experience across federal, military, and municipal sectors. He currently works as a senior investigative specialist with the U.S. Department of State and a first sergeant in the U.S. Army Reserves, and has led criminal investigations, coordinated multi-agency anti-fraud and anti-trafficking operations, and managed intelligence and security programs worldwide. Dignan is a former lieutenant with the Washington Metropolitan Police Department and the owner of Bar 49 in the Castro neighborhood. 

Diane Lozano is a criminal defense leader and justice reform advocate with more than 25 years of experience in public defense. She serves as executive director of Full Picture Justice, where she oversees mitigation investigations and manages organizational operations, funding, and attorney consultations. Before relocating to San Francisco, Lozano served as Wyoming’s state public defender for 17 years, appointed by the governor to lead a statewide system. Earlier in her career, Lozano served as a supervising and trial attorney handling serious felony and capital cases and has been a longtime faculty member at Santa Clara University. 

Lucas Liang is a student at St. Ignatius College Preparatory with experience in public service, legislative affairs, and civic engagement. He has held key youth leadership roles, including serving as legislative affairs officer on the San Francisco Youth Commission and as an intern with Assemblymember Catherine Stefani and Supervisor Joel Engardio. Liang also serves as editor-in-chief of Inside SI, co-president of the Young Democrats, and a board member of the Asian Students Coalition. 

Dontaye Ball is an accomplished chef, entrepreneur, and community leader with more than 20 years of experience spanning fine dining, catering, and restaurant management. As founder and executive chef of Gumbo Social, he has built one of San Francisco’s most celebrated southern Creole culinary brands, recognized for its authentic cuisine and deep community engagement. Beyond his culinary achievements, Ball has made an impact through workforce development and economic revitalization efforts in Bayview–Hunters Point. His leadership reflects a balance of culinary innovation and social mission, with proven expertise in hospitality operations, business consulting, and team leadership. 

Obai A. Rambo has more than 15 years of experience working in government, community, and social impact. He currently serves on the University of California San Francisco’s workforce development team, where he leads efforts to connect San Francisco residents—especially those from historically marginalized communities—to stable health care careers. His work focuses on building long-term pathways out of poverty by pairing job training with support services that address housing insecurity, while collaborating closely with local and state leaders. A fourth-generation San Franciscan and graduate of UC Berkeley and Columbia University, Rambo began his career in public service with roles in Senator Kamala Harris’ office and across San Francisco’s public and private sectors.
