Request for preliminary gap financing for Mission Bay south block 4 east, phase 1
Curtis Development and Bayview Senior Services, acting through Mission Bay 4 East Associates, L.P., request preliminary gap financing of up to $95,600,000 for the development of 165 units of affordable rental housing, including 33 units set aside for families experiencing homelessness on the southern half of Mission Bay South Block 4 East, located within Mission Bay South Redevelopment Project Area. The request includes $1.5M in additional predevelopment financing, for a total predevelopment loan of up to $5M. In addition, the gap request includes a $2M bridge loan. This request supports applications for California Housing Finance Agency Mixed-Income Program funding in March 2026 and 4% low-income housing tax credits and tax-exempt bonds in May 2026. The sponsors will seek final gap loan approval in fall 2026 and construction by February 2027.

Curtis Development and Bayview Senior Services, acting through Mission Bay 4 East Associates 2, L.P., request additional predevelopment of 233 units of affordable rental housing, including 47 units set aside for families experiencing homelessness on the northern half of Mission Bay South Block 4 East, located with in the Mission Bay South Redevelopment Project Area. The sponsors will seek preliminary gap loan approval in fall 2026 in preparation for applications for California Housing Finance Agency Mixed-Income Prgoram funding in March 2027 and 4% low - income housing tax credits and tax-exempt bonds in May 2027. The project is scheduled to begin construction by February 2028.
