Request for permanent financing for 3900 3rd Street

The Sponsor 3rd Street Youth Center & Clinic is requesting a permanent financing commitment from MOHCD for an $8,729,570 loan through the Supportive Living Preservation Program (SLPP) to support 3900 3rd Street, a rehabilitated 20-unit SRO building serving justice-involved youth ages 18–27. Loan proceeds will be used to repay the existing acquisition and rehabilitation bridge loan provided by the San Francisco Housing Accelerator Fund (HAF), which enabled the Sponsor to acquire and rehabilitate the property in September 2024. Staff are seeking Loan Committee approval of the Permanent Financing commitment.

Request for increased predevelopment loan for 1234 Great Highway senior

Tenderloin Neighborhood Development Corporation and Self-Help for the Elderly, the Sponsors for the 1234 Great Highway Senior project, are requesting an increase in MOHCD predevelopment funding for the 1234 Great Highway project to repay a predevelopment loan from Corporation for Supportive Housing, repay Sponsor for predevelopment expenses paid from operating income and working capital, and pay Sponsor $165,000 in developer fee due at the time the project receives planning approval under AB2162. Due to lack of funding, project is going pencils down following the above actions.

Request for additional predevelopment and updated preliminary gap financing for 772 Pacific avenue - affordable senior housing

Chinatown Community Development Center (CCDC) is requesting an additional $3.84M predevelopment loan for a total residential loan of $53.6M, along with a $7.69M commercial loan for a total preliminary gap commitment amount up to $61,319,712 for the development of 175 new affordable senior housing units located at 772+758 Pacific Avenue. This request for additional predevelopment funding will support ongoing predevelopment work and the updated preliminary gap financing commitment letter will allow CCDC to apply for a joint tax exempt bond and tax credit under the California Debt Limit Allocation Committee and Tax Credit Allocation Committee (“CDLAC/TCAC”) FY 2026 Round 2 application, before returning for final gap approval in early Fall 2026.
