Kaitlyn Sao

Kaitlyn Sao is a human resources and workforce development professional, and a proud San Francisco native, supporting the City and County of San Francisco’s apprenticeship programs. As part of the ApprenticeshipSF team, she helps oversee apprenticeship programs across 15 job classifications and 12 City departments, working closely with labor partners and departmental teams to strengthen workforce pipelines and support the City’s long-term staffing needs.

Kaitlyn’s work focuses on helping apprentices succeed, coordinating recruitment efforts, supporting labor-management committees, and ensuring programs run smoothly and consistently across departments. She plays a key role in tracking apprentice progress, assisting with policy implementation, and promoting collaboration between City departments and union partners.

Before beginning her City career, Kaitlyn gained extensive experience through an internship with the U.S. Department of Veterans Affairs on the Digital Media Engagement Team, where she progressed into roles spanning human resources, analytics, and intern leadership. Over two years, she supported HR processes, analyzed social media engagement, supervised intern teams, developed reports for senior federal leadership, and helped onboard more than 200 interns across the agency.

Kaitlyn began her City career through the competitive SF Fellows Program with the Department of Human Resources, where she was placed at the San Francisco Housing Authority as a Performance Analyst Fellow. After the fellowship, she continued her public service at the Housing Authority as a Performance Analyst, supporting agencywide projects, improving internal processes, and strengthening the organization’s operations and reporting.

Kaitlyn holds a Bachelor of Science in Business Administration with a concentration in Information Systems from San Francisco State University. In her free time, she enjoys spending time with her dog, exploring local boba shops, and listening to music.
