The Sheriff’s Oversight Board of the City and County of San Francisco met in regular session on Friday, July 11, 2025, with President Julie D. Soo presiding.

President Soo called the meeting to order at 2:05 p.m.

ROLL CALL AND PLEDGE OF ALLEGIANCE

On the call of the roll. Board Members Allen, Ortiz, Palmer, and Soo, were noted present. Member Afuhaamango arrived at 2:20 p.m. Member Carrión, arrived at 2:31 p.m.

A quorum of the Board was present.

Dan Leung, Board Secretary presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula.

President Soo led the Board Members and the audience in the pledge of allegiance to the flag of the United States of America.

ANNOUNCEMENTS

Board Secretary Leung further thanked SFGovTV for recording and televising the meeting on Cable Channel 26, and welcomed members of the public to attend board meetings and provide public comment in-person, by email at sdob@sfgov.org, or by US Postal mail addressed to the Office of the Inspector General, 1 South Van Ness Ave, 8th Floor, San Francisco, CA 94103; and noted that in person comment was limited to 2 minutes with General Public Comment taken at the end of the meeting.

PUBLIC COMMENT FROM JUNE MEETING

During the June meeting, we lost quorum following Dr. Lisa Pratt's presentation. A member of the public expressed a desire to speak to the Board, and we permitted this as a courtesy. We have scheduled public comments for this July meeting, so that the remarks can be officially recorded.

PUBLIC COMMENT from June meeting:

Thierry Fill, said there is no political will to solve the problem, there is zero interest. You have to go around the political system, otherwise it will never be fixed, and you keep wasting energy. There is a revolution coming and you are all welcome to join – it is going to be peaceful as much as possible. What you learned in medical school is that you need proper food, no poison, balanced food, fruits, vitamin C. Feed your body with proper food.

APPROVAL OF MEETING MINUTES

There were no discussion or requests for corrections from any Board Members on the June 6, 2025, Regular Board Meeting Minutes.

PUBLIC COMMENT:

There was no comment.

Member Ortiz, seconded by Member Palmer, moved to approve Member Allen’s request to abstain from the vote. The motion carried the following vote:

Ayes: Allen, Ortiz, Palmer, Soo

Nays: None

APPROVED.

The motion to approve the meeting minutes was postponed until later in the meeting to await an expected quorum as two members had informed the Board Secretary that they would be running late.

WELCOME NEW BOARD MEMBER

President Soo acknowledged and presented the newly appointed Mayor, Sydney E. Allen, to the Board to occupy seat 7.

Member Allen provided a short introduction.

PUBLIC COMMENT:

There was no public comment.

BOARD MEMBER REPORT

Board Members Ortiz, Soo, and Afuhaamango provided a concise report regarding their visit to CJ1 and CJ2 on May 16, 2025.

Member Palmer also shared his observations from previous jail visits.

PRESENTATION FROM JASON LALLY

Jason Lally, Chief of State Data Science, delivered a presentation regarding his responsibilities and the functions of his agency.

SECOND CALL FOR VOTE ON APPROVAL OF MEETING MINUTES

Member Ortiz, seconded by Member Palmer, moved to approve the June 6, 2025, Regular Board Meeting Minutes as they were presented earlier in the meeting. The motion carried the following vote:

AYES: Afuhaamango, Carrion, Ortiz, Palmer, Soo

NAYS: None

ABSTENTIONS: Allen

APPROVED REPORT FROM THE DEPARTMENT OF POLICE ACCOUNTABILITY

Marshall Khine, Chief Attorney at the Department of Police Accountability, delivered a presentation on the investigative statistics for the second quarter of 2025.

Questions and discussion from Members Afuhaamango, Palmer, Allen, and Soo.

PUBLIC COMMENT:

There was no public comment.

FUTURE AGENDA ITEMS

President Soo led the discussion on future agenda items with comments from Member Palmer.

Possible agenda items might include Dr. Hillary Kunis on mental health of incarcerated individuals; Eddie Zheng, community leader and formerly incarcerated individual who fought deportation; effective counseling in the jails; LA Group Initiate Justice and Adam Cain; speaking at elementary schools; September National Night Out; National Mass for Fallen Officers; Faith in Blue at CJ3; speaking to academy classes.

There was no public comment.

ADJOURNMENT

Having completed the agenda and no further business to discuss, the meeting was adjourned at 4:53 p.m.

President Soo adjourned the meeting in honor of Board Secretary Leung’s mother who recently passed away.
