Honorable Steven Siemers
ADR Program Director

Judge Steven Siemers is a retired California Workers’ Compensation Judge and the former Chief Judge of the California Division of Workers’ Compensation.
He has practiced workers' compensation law as an applicant's attorney for fourteen years in both northern and southern California, as a specialist in the field, certified by the State Bar of California Board of Legal Specialization.
Judge Siemers is currently the Alternative Dispute Resolution Director/Coordinator for Workers’ Compensation Alternative Dispute Prevention and Resolution Programs negotiated between the City of Fresno and the Fresno Police Officers’ Association, the City of Richmond and the Richmond Police Officers’ Association, the City of Richmond and the Richmond Professional Firefighters’ Association, IAFF Local 188, the City of Hanford and the Hanford Police Officers’ Association, the Golden Gate Bridge, Highway and Transportation District and the Amalgamated Transit Union Local 1575, the City of Los Angeles and the Los Angeles Police Protective League, the City and County of San Francisco and the San Francisco Police Officers’ Association and the City and County of San Francisco and Firefighters’ IAFF Local 798.
For nearly five years Judge Siemers served as the Alternative Dispute Resolution Director and Ombudsman for the Basic Crafts Workers' Compensation Program, the state's first multi-craft workers' compensation carve-out under Labor Code sections 3201.5 and 3201.7.
He has served as an advisor to the Executive Committee of the Workers' Compensation Section of the State Bar and currently serves as a member of Division of Workers’ Compensation Ethics Advisory Committee. He has taught at the St. Mary's College Paralegal Program in the field of workers' compensation, and has written and lectured on the subject.
Judge Siemers is a graduate of California State University, Chico where he earned Bachelor’s and Master’s Degrees in Political Science. He is also a graduate of the New College of California School of Law, class of 1980.
