What is a general obligation bond?

General obligation (GO) bonds are debt instruments issued by the City to fund capital projects that do not directly generate revenue, such as roads, parks, and fire stations. The City generally uses GO bonds to pay for infrastructure that San Franciscans will use for years, instead of routine maintenance that will need to be repeated regularly. By borrowing, the City can spread out the cost of building or repairing

This report assists the Citizen’s General Obligation Bond Oversight Committee (CGOBOC), policy makers, and the public in understanding the status of the programs funded by the City’s $4.8 billion active GO bond portfolio. As of June 30, 2025, there are 12 active GO bonds.

Summary of Expenditure by Bond

This chart shows the status of how money is being used for each bond as of June 30, 2025. It shows the total amount allocated to each bond, the amount already spent (expended), the amount set aside for future costs (encumbered), and the remaining balance available.

Data notes and sources

Glossary:

  • Expended: Money paid out to the firm, development team, or entity contracted with the City to complete the capital construction work.
  • Encumbered: Money set aside for designated future expenses (often through a contract with an entity working on the capital project). The money, therefore, cannot be used for any other purposes. This stage or designation generally immediately precedes funding being expended.
  • Remaining Balance: Money that remains available for use by the bond program.
  • Total Budget: The total amount of money allocated to the bond.

Data Notes:

  • Some bonds may show a total above the bond authorized amount due to appropriated bond interest.
  • Revised budget amounts may be lower than total bond authorizations as they reflect only the portions of debt currently issued and excludes unissued amounts.
  • The FY22-FY23 Revised Budget amount for the 2014 Transportation and Road Improvement Bond was incorrectly reported and showed a total of $501.7 million. The budgeted amount for the bond was checked by SFMTA and corrected for the FY24-FY25 reporting year.

Budget and Spending by Bond

This chart shows the budget status for each bond, broken down by its individual components. For each component, the chart displays the allocated budget, amount spent (expended), amount reserved for future costs (encumbered), and remaining balance.

Bond component schedules

This chart displays the project schedule for components within each bond. For every component, the dashboard shows the start date, the original projected end date, the updated completion estimate as of 2025, and, if completed, the actual end date.

Glossary:

  • Component: A specific funding bucket within the bond program where allocated funds are designated for use.
  • Voter Approved Date: The year and month where voters approved the bond program.
  • Original End Date: The initial estimated completion date for the bond program when it was first planned.
  • 2025 Projected End Date: The updated estimate for when the component is expected to finish as of June 30, 2025.
  • Actual End Date: The date when the component was completed.

Bond component schedule status

This dashboard tracks bond component delays in months.

For each bond component, it shows whether it is in-progress or complete, a visual status indicator, and the number of months it is delayed since the prior reporting period (FY22 and FY23) and since the original projected end date.

Glossary:

  • Component: A specific funding bucket within the bond program where allocated funds are designated for use.
  • Completion: Indicated whether the component is in-progress or complete.
  • Status:
    • Green circle = Component has not experienced delays since the FY22 and FY23 Report.
    • Yellow triangle = Component has experienced a delay of one year or more since the FY22 and FY23 Report.
    • Red diamond = Component has experienced a delay of two years or more since the FY22 and FY23 Report.
  • Delay since FY22 and FY23 report: The number of months the component has been delayed since the previous reported end date (as of June 30, 2023) that was published in the FY22 and FY23 GO Bond Report.
  • Total delay: The number of months the component has been delayed overall from the original projected end date.

Data Notes:

  • Negative values mean the projected end date moved to an earlier date. For example, “-5” means the schedule shifted ahead by five months.
