Family Violence Council Meeting Minutes for February 25, 2026

The meeting was called to order at 3:07pm.

2. Consent agenda

Action: To possibly approve minutes from the Council meeting held on November 11, 2025.

The consent agenda was approved.

3. Child abuse and neglect panel

Dr. Pegah Faed facilitated a panel discussion on the current state of child abuse and neglect in San Francisco, including trends, prevention strategies, and the experiences of impacted families.

Panelists shared perspectives from child welfare, data analysis, family support, and community-based programs. The discussion highlighted ongoing prevention and intervention efforts across agencies and emphasized the importance of coordinated support systems for children and families. The panel concluded with recommendations to strengthen current prevention, family support, and cross-sector collaboration efforts in San Francisco.

4. Acknowledgement of service - Anni Chung

The Council acknowledged and expressed appreciation to Anni Chung for her years of dedicated service as a Family Violence Council Tri-Chair as she stepped down from the role.

5. Council priorities for 2026

The Steering Committee and the Mayor’s Office for Victims’ Rights presented preliminary 2026 priorities for the Family Violence Council. During discussion, they highlighted the following focus areas:

  • Training and education for City departments on the intersectionality of domestic violence, child abuse, and elder and dependent adult abuse, including dynamics of power and control, race, culture, sexuality, age, disabilities, homicide/suicide, self-neglect, accessibility, and trauma-informed practices
  • Analysis of data provided by Council member departments to support development of the 2026 Family Violence Council Report
  • Convening housing-focused meetings to review and make recommendations on housing policy for persons fleeing violence.
  • Advocating for full funding of all Family Violence Council recommendations in the City budget
  • Examining maternal health outcomes in San Francisco

6. Reporting and data

Bobbi Lopez, Deputy Director of the Mayor’s Office for Victims’ Rights, provided an overview of current data collection efforts for the Family Violence Council Report, regarding trends, service gaps, and survivor needs.

7. Tri-chair updates

Each Tri-Chair or representative provided updates on key issues within their respective focus areas.

8. Announcements

Council members were given the opportunity to share upcoming announcements, events, and meetings related to the work of the Family Violence Council.

  • Department of Early Childhood shared the San Francisco Pregnancy Family Village event focusing on Black mother and families on March 14th from 12-3PM at the Bayview YMCA.
  • Safe & Sound shared that the color teal is the nationally recognized color for sexual assault awareness.
