Public Hearing on Draft 2025-2026 CAPER and Strategic Objectives for 2027-2028

Overview

Join the Mayor’s Office of Housing and Community Development (MOHCD), the Office of Economic and Workforce Development (OEWD), and the Department of Homelessness and Supportive Housing (HSH) to review and share your feedback on:

1. Draft 2025-2026 CAPER (Consolidated Annual Performance and Evaluation Report) – a review of how the City used HUD (U.S. Department of Housing and Urban Development) funding the past program year
2. Strategic Objectives for 2027-2028 – a plan for the next program year.

The draft report and strategic objectives guide how the City and County of San Francisco invests the following HUD funding sources:

• Community Development Block Grant (CDBG)
• Emergency Solutions Grant (ESG)
• HOME Investment Partnerships (HOME)
• Housing Opportunities for Persons with AIDS (HOPWA)

This hearing is part of the City’s annual commitment to hearing directly from residents and stakeholders, as outlined in the Citizen Participation Plan for federal funding.

The Draft 2025-2025 CAPER will be available for public review and comment from September 9, 2026 to September 23, 2026.
