Street and Sidewalk Maintenance Standards: FY26 Results
Explore the data from the Street and Sidewalk Maintenance Standards.
Controller's OfficeBackground on the Standards
San Francisco’s Charter requires the Controller’s Office (CON) to work with San Francisco Public Works (Public Works) to develop and implement street and sidewalk maintenance standards and report out on the City’s condition under the standards. CON’s City Performance group manages the collection of cleanliness data from evaluations of a sample of San Francisco’s streets and sidewalks.
These evaluations collect data on a number of characteristics, including street litter, sidewalk litter, larger dumped items, graffiti, and several other markers of cleanliness or street conditions.
In FY25-26, the Controller’s Office focused on a limited set of evaluations of commercial corridors and areas of high concern. Each route was evaluated twice: once in July-December 2025, and once in January-June 2026. These routes were not selected to represent the whole city as samples in prior years were. The results below are not citywide or neighborhood averages and should not be compared with citywide results from prior years. Prior-year citywide results are available on the Street and Sidewalk Maintenance Standards historical dashboards page.

Evaluations across the city
The following measures show instances or levels of attributes. Each point on the map is one evaluated route. Results describe that route only and are not citywide or neighborhood averages.
Filter the data by selecting a measure from the drop down menu below. Select an attribute and time period to view results on the map, or by clicking on a route on the map to see its results. The table below the map shows all results from the selected evaluation.

Data notes and sources
This dashboard reflects 736 evaluations completed on 368 routes between July 2025 - June 2026.
Measures from the dashboard above are defined as follows:
- Sidewalk litter level: Sidewalk litter rated on a scale of 1-5. 1 = None, 2 = A few traces, 3 = More than a few traces, but no accumulation, 4 = Distributed litter with some accumulation, 5 = Widespread litter with significant accumulation.
- Street litter level: Street litter rated on a scale of 1-5. 1 = None, 2 = A few traces, 3 = More than a few traces, but no accumulation, 4 = Distributed litter with some accumulation, 5 = Widespread litter with significant accumulation.
- Dumped items per route: The count of abandoned items represents instances of illegal dumping.
- Total graffiti count per route: The number of instances of graffiti per route.
- Graffiti count on City property: The number of instances of graffiti on San Francisco Government property per route. Graffiti counts by property type are capped at 101. A value of 101 means that more than 100 instances were observed.
- Graffiti count on private property: The number of instances of private on other property. Graffiti counts by property type are capped at 101. A value of 101 means that more than 100 instances were observed.
- Graffiti count on other property: The number of instances of graffiti on other property. Graffiti counts by property type are capped at 101. A value of 101 means that more than 100 instances were observed.
- Feces count per route: The count of feces instances.
- Broken glass level: Measured on a scale of 1-5. 1 = None, 2 = A few traces, 3 = More than a few traces but no concentration, 4 = Glass is concentrated in a single line or spot, 5 = Glass is concentrated in multiple lines or spots.
- Sidewalk pavement defects: Sidewalk pavement defect severity is measured on a scale of 1-3. 1 = Minor, 2 = Moderate, 3 = Severe.
- Sidewalk clearance issues: Issues are represented by Yes and No. 0 = "No" and 1 = "Yes".
- Syringes: The count of syringe instances per route.
Tenderloin evaluations
The Tenderloin results are comprehensive enough to summary results for the neighborhood. The following measures show instances of attributes, percent of routes with attributes present, or levels of attributes. Each point on the map is one evaluated route.
Filter the data by selecting a measure from the drop down menu below. Select an attribute and time period to view results on the map, or by clicking on a route on the map to see its results. Right above the map, you can compare individual route data on the right to the Tenderloin neighborhood average on the left. The table below the map shows all results from the selected evaluation, including past data.
