Approval of the December Meeting Minutes and Special January Meeting Minutes

Discussion and Possible Action

The Commission will review and possibly approve minutes from the regular Commission meeting on December 9, 2025.

The Commission will review and possibly approve minutes from the special Commission meeting on January 12, 2026.

Prop E Commission Streamlining Task Force Committee

Discussion and Possible Action

The Commission will review and discuss the draft Board of Supervisors’ statement prepared by President Jones Lowrey, as well as next steps regarding the Prop E Commission Streamlining Task Force’s decision to move COSW from a governance body to an advisory body.

Possible Action: To approve the draft BOS statement and next steps.

Director's Report

Discussion

Executive Director Diana Aroche may discuss grant programs; core service area activities; meetings involving City leaders, agencies, and stakeholders; Department staff; past/upcoming events; and/or Department operations.

Executive Director Evaluation

Discussion

President Jones Lowrey will provide a brief update on the decision made at the COSW retreat regarding the Executive Director annual evaluation process, the formation of a two-member committee comprised of President Jones Lowrey and Vice President Rivera, and next steps.

New Business

A. DEPARTMENT PROPOSED BUDGETS FOR FY 2026-28

Discussion

HRC CFO Samuel Thomas will present the proposed FY 2026–27 through FY 2027–28 budget for the Department and the Agency of Human Rights.

B. RESOLUTION DEFENDING SANCTUARY VALUES AND HONORING THE LIFE OF RENEE NICOLE GOOD

Discussion and Possible Action

The Commission will discuss and possibly adopt a resolution defending sanctuary values and honoring the life of Renee Nicole Good. The Commission may also discuss next steps, including the possibility of holding a joint hearing with OCEIA and the Immigration Rights Commission.

Possible Action: To approve the resolution defending Sanctuary values and honoring the life of Renee Nicole Good.

c. Commissioner Update

Discussion

Commissioners may provide updates on topics related to COSW’s priorities.

D. DOSW Strategic Plan Presentation

Discussion and Action

Director Aroche will present the final draft of the Strategic Plan, incorporating feedback from Commissioners discussed at the January 2026 COSW retreat. The Commission will discuss and may vote to authorize the Department to move forward with the final Strategic Planning Report and framework.

Possible Action: Vote to authorize the Department to move forward with the final Strategic Planning Report and framework.

E. Mapping Out COSW 2026 Priorities—Topics & Timeline

President Jones Lowrey will provide a brief update regarding COSW’s 2026 priorities and potential topics that commissioners may like to see prioritized.
