1. Early intervention and inclusion

Strengthen a unified, citywide system with sustained funding to deliver timely, inclusive, and developmentally responsive services so every child enters school ready to thrive.

2. Cross-agency coordination

Build seamless alignment across city departments, school systems, and family-serving agencies to create a coherent cradle-to-career continuum.

3. Baby Prop C: Financing and accountability

Promote equitable, transparent, and strategic use of Baby Prop C funds to expand access, stabilize the system, and guide effective long-term planning.

4. Workforce compensation, working conditions, and career pathways

Invest in pay, benefits, and career mobility while advancing educator agency, leadership, and wellbeing to build and sustain a stable, diverse, highly skilled workforce.

5. Family support agencies

Advance the infrastructure that helps families navigate services, build leadership, and access the supports needed for stability and school readiness.

6. Access to outdoor learning environments

Expand and protect children’s access to safe,developmentally rich outdoor spaces that support play, physical activity, and whole-child learning.

7. Protection of programs and families during federal uncertainty

Safeguard continuity of care by preparing local systems to withstand federal uncertainties and protect essential services for children and families.

8. Child care facilities and infrastructure

Invest in modern, developmentally appropriate, climate-resilient facilities that expand safe, high-quality care for infants and toddlers.

9.Universal PreKindergarten (UPK) mixed-delivery system

Ensure UPK implementation honors the various providers in the mixed delivery system, centers equity, and supports high-quality, inclusive instruction across all settings.

10.Family access and affordability

Broaden eligibility, simplify pathways, and increase availability so families across income levels can access affordable, high-quality early learning options.
